If USA can indeed control such weather phenomena, why would it not control the damage caused to it by hurricanes?

Valid question, which comes in mind. However, you are missing a point here. US neither accepted that they possess such technology nor they every declared. But it doesnt means it not there (they had this in 1977's and used in vietnam war - refer to the following video). UN banned weather warfare, which is evident for me that it did exist in 70's.

That said, since US never declared that it has access to such technology, therefore, cant use to control it own weather.

Cloud seeding is a well known technique for aiding rain in regions of drought. There is nothing new here.

Today's HAARP is know, but to what extend it can be used, nobody in public domains knows - I bet.

People talk about heaven and hell all the time, have we seen those? There are many aspects in live one needs to think beyond the information it has access to.

BTW: Cloud seeding was also considered "baseless and outlandish speculation", in 70's.

Similarly, if you go back in time and tell people that there will be something called "airplane" in future, which will take you from point A to point B in almost no time, people must have called that "baseless and outlandish speculation" too. I am certain of it.

Discussions about heaven and hell usually go nowhere for the very good reasons you have mentioned. So how do we talk about HAARP without going back to the future by thinking beyond accessible information? It is unpossible.

Only one way, which is to wait for next 50 years in a hope that there will be next technology after HAARP, so that more information about it available to discuss. And after 50 years there will be more videos like I shared on HAARP. Till than feel free to tag such discussion and thoughts as "conspiracy theory".
