GRSE lays keel for Indian Navy’s second Project 17A frigate
Gabriel Dominguez, London - IHS Jane's Defence Weekly
14 November 2018
Indian state-owned shipyard Garden Reach Shipbuilders and Engineers (GRSE) has begun work on the second of seven indigenously designed Shivalik II (Project 17A [P17A])-class frigates on order for the Indian Navy (IN).

A keel-laying ceremony for the vessel, which is the first of three ships of the class set to be built by the shipyard, was held on 10 November at GRSE's facilities in Kolkata.

A second shipyard, Mumbai-based Mazagaon Dock Shipbuilder Limited (MDL), began building the first of these multimission frigates in 2017, and is expected to build an additional three.

The contract for the construction of the seven Project 17A vessels was signed in February 2015.

7 P-17As will surely be a force multiplier, I hope IN inducts more destroyers and submarines in coming years.

Submarines remains our weakness and that is where we need to focus on. We essentially need a mix of 30-35 submarines (both SSNs and SSBNs), 3 aircraft carriers and rest a mix of corvettes, frigates and destroyers.

Our submarine replacement programs are extremely slow.

IN needs to coax MoD to speed it up.

N Subs are given priority but problem is its difficult to add up without hindering present budget allocations.

As for as production part L&T has matured and speedy procurement and assembling line has be drastically increased, in may cases they are waiting for MoDs approval as Public Sector Shipyards are the road blocks.

your provision list will have to wait for minimum another decade as primary hindrence is lack of upgradation and capacity to build and MoDs style of ordering i.e., 3+4 or 3+3 formula instead i would have recommended 3+9 or 3+7 model, where bulk ordered in single shot, upgraded on one to one basis.
