People in Afghanistan's western province of Herat were on Tuesday full of praise for India for its key role in the reconstruction of the nation, especially construction of the Salma dam which is nearing completion and whose reservoirs have started filling up with the much-needed water.

A group of grateful residents went to the Indian consulate there and expressed their gratitude to the Indian officials for the key role played by India in the reconstruction of Afghanistan, particularly the Salma dam -- the biggest project by the Indian government in the country.

Local musicians sang Indian songs and presented flowers to workers of the consulate.

India is spending $300 million on the dam project, expected to produce 42 MW of electricity and water nearly 80,000 hectares of farmland, according to Afghan news agency Khaama Press.

...

Salma dam was initially built in 1976 on the Hari river basin, but was damaged during the war in Afghanistan. The rebuilding of the dam was first started by an Indian company (WAPCOS Ltd.) in 1988, but the project was left incomplete for a significant period of time due to the instability caused by the war.

...

Afghanistan's Chief Executive Officer (CEO) Abdullah Abdullah last week expressed satisfaction with the completion of parts of the long-awaited dam.

Good for them, I doubt it'll last long.

. . .
What makes you think this won't be a target for insurgents? Or that Afghans are capable of maintaining it? One way or another, it probably won't last long.

Why they would attack the dam ? Have u experienced any such attack in Pakistan ?

We thank the government of India and the Indian people for constructing this dam in difficult security situation.

As for protecting the dam the ANSF has protected it while the Talib bitches put their best efforts in thwarting the project and paid with their blood and it will be there for years to come, which makes your statement kinda condescending to the blood of those ANSF who protected it so far.

The Hari River, the Salma dam sits on has Iran as its lower riparian, if I'm not mistaken. I think Iran had raised objects and honestly I'm surprised that the project went this far without a water treaty between Iran and Afghanistan.

Absent water sharing treaties, such dams will always be under threat by lower riparians who will feel that their water is being stolen.

Further, I think the US had encouraged Afghanistan vigorously to negotiate such treaties with Iran and Pakistan but the Afghan government balked -- I remember one scholar quipping that Karzai was adamant that these rivers were solely Afghanistan's and thus Afghanistan was under no compulsion to give any water to Iran or Pakistan.

Sooner or later Indian Army will be sent on peace process in Afghanistan . India can't just leave afghans just like that . We want Afghanistan to prosper and beat Pakistan economically and militarily . For that strong actions should be taken by government of India . Sure there won't bet any such actions at least for 10 years . Once we get our problems settled our aim will be to make Afghanistan our partner country and our economical hub for the central Asian countries . We will We must !
