No, he wants multiple launch towers and a relaunch turnaround time of a few hours without needing any repairs or inspections by people. He wants a fully automated launch mechanism that can run 24 hours a day (including at night). The vast majority of launches will be unmanned cargo launches.

The Falcon 9 landing strategy won't work because the legs often need repairs due to hard landings. This would require an unacceptable manpower intervention in the launch/landing area requiring a full stoppage due to safety reasons. Strengthening the legs only adds weight.

So removing them gets rid of the fixing problem, lowers rocket weight, and moves it closer to full automation by removing any needed intervention by people in the launch area.
