Govt signs MoU with Belgian company for Payra port

The government on Wednesday signed a memorandum of understanding (MoU) with a Belgian company to develop the Payra Deep-sea Port project.


Payra Port Authority (PPA) Chairman Captain Md Saidur Rahman and Danny Di Hert of Belgian company Jan De Nul signed the MoU on behalf of their respective sides.


Shipping Minister Shajahan Khan and Secretary of the shipping ministry Ashok Madhab Roy were present at the MoU singing ceremony at the shipping minister's official residence in Dhaka.


Under the deal, the company would carry out major capital dredging and civil engineering work of Rabnabad channel in Kalapara of Patuakhali to make it operational for the deep-sea port.


"This is one of the first track projects of the present government to help expedite the economic prospect of the country", the shipping minister told the signing ceremony.


Referring to the MoU, he said the capital dredging is the foremost important part among 19 major components of the project.


"The interested foreign companies would come forward for doing other jobs of the project and invest in it once the capital dredging and civil engineering work are done", Khan said.


He said the necessary coal could also be shipped for coal-based power plant there when the channel will be operative after dredging.


Briefing on the port development plan, the minister said the capital dredging will be completed by the first half of the next year.


"Dredging of a 10-meter deep channel, development of multipurpose and bulk terminals and port infrastructure will be completed by 2018 under the mid-term plan," he said.


According to the shipping ministry, many foreign companies already expressed their interest in developing the port, which would be fully operative by 2024, according to BSS. –RH

Payra port is not going to matrialize as planned...it is nothing but a white elephant and a tool for making the politicians' pocket more healthy...read in a newspaper few days ago that 10 major river routes to payra port reqiires massive dredging to make payra port a viable one...besides, HR Wallingford also mentione in its feasibility report that around 300 million USD will be required annually to maintain the 18 meter draft of the port.....you can expect it to reach 1 billion in a decade....it will suffer the same fate as the Haldia port.....


Sheikh Hasina mentioned in a ceremony or some kind of press conference that 2 ports are going to be built in Cox Bazar...one is Matarbari...any guess about the second one??

Its not a problem if BD has many ports. Thailand has 15-17 ports around the similar coastline as BD (And many more in whole the country). If Sheikh Hasina said that she definitely meant Sonadia.

$2b for dredging only.....maintenance DREDGING $300 MIL every year...which will shoot up to $1b in a decade...besides, I already mentioned dire state of inland waterways to Payra port...some routes have only 4 feet of depth...which is even unsuitable for plying of shallow draft passenger launches...all this wiil further the dredging cost

Govt can maintain this port for navy base and small cargo unloading...mainly for coal fired power plant in payra....

We already have Kutubdia( JPN), Hatia(JPN), Sonadia(CHN) with natural depth of 12-14 meter also free from siltation problem like Payra.....why the govt is going for payra port then.....rather Matarbari should be cionverted into full fledged port......

Even the current indian govt has also expressed clearly that their interest on Payra is purely for strategic reason...not from economic aspect ....AND I personally don't blv Indian govt can afford or have the willingness to develop two port ( Chabahar and payra) simultaneously....they can gain far more from their investment in Chabahar- both staretagically and economically....(they also got US support for Chabahar)

Do u know anything abt $90b master plan for CTG especially for southern part

LOL how come the map states an airport? Don't tell me there is going to be an airport being build there just for the Payra port.

Is it Bay of Bengal Industrial Growth Belt (BIG-B)? They have announced it in 2014, but I didn't know the total investment is worth $90billion.

Just the dredging of the Rabnabad Channel will be quite involved. This Belgian company uses large Backhoe Dredgers (see images below). I wonder why we couldn't fabricate these ourselves in local yards for longer term use. Looks like a barge with a long reach backhoe and nothing else - so simple. We also make very large scale cutter suction dredgers in Khulna and Chittagong yards.

For short term giving this to the Belgians is okay. Long term no need at all.
