I noticed while the landscape in Gilgit Baltistan is much grander and wilder , it tends to be less green than areas like Swat or Kaghan . is it because of the very high altitude of GB ?

Swat is pretty green and so is Kaghan. It depends on mountains; while one side of a valley/mountain traps and contains clouds; resulting in more water, while the other side doesn't even get a drop of it.

Swat is tremendously green. There is just an abundance of water. I haven't been to Kaghan, but heard that it is also very lush.
