Electricity produced in Pakistan is from three main sources.

1). Hydral
2). Thermal (Gas/Steam/Furnace Oil)
3). Nuclear

There are four major power producers in country which include Water & Power Development Authority (WAPDA), Karachi Electric Supply Company (KESC), Independent Power Producers (IPPs) and Pakistan Atomic Energy Commission (PAEC).

Below is the break-up of the installed capacity of each of these power producers (as of June-2008).

Hydal Electricity generated by WAPDA varies between two extremities i.e. between minimum of 2414 MW and maximum of 6761 MW depending upon the river flow through the whole year.

Total Power Generation Capacity of Pakistan (including all sources) is 19855 MW and the electricity demand (as of today 20-04-2010) is 14500 MW and PEPCO is merely generating 10000 MW.

So it is obvious that these 15-20 hrs power shutdowns in most parts of the country are not because of the lack of generation capacity but only because of IMF / World Bank policies imposed on our nation by Govt. The Power Generation companies are not buying Furnace Oil from PSO by saying they donโ€�t have money to do that but we are all paying for Electricity that is generated from Furnace Oil. This is the reason that top refineries like PRL are operating at 40% capacities. IMF / World bank has imposed to reduce budget deficit by importing less crude oil. But due to this fact all our industries are under severe crisis. None of our political party who are in Assembly is ready to speak on it because every one is blessed by US / IMF / World Bank.

Also CHINA offers to Pakistan Electricity for just Rs.300 Monthly Bill and Unlimited Usage of Electricity but our government is not taking the offer seriously. This is because there will be neither kick backs nor any commissions to be pocketed by the strong mafia of politicians and bureaucrats.

If the IMF and World Bank are giving trouble with financing oil purchases, why not ask some of the Saudis is Madina for assistance? They have oodles of dough AND oil!
 
Ever heard of the terms circular debt and bankruptcy? Perhaps you still thinks that companies operate by paying each other in cash through their wallets. Every sane person knows the reasons. Eliminate subsidies and only then will IPPs generate at full capacity. Stop your pointless blabbering.

Due to aging of the generator equipment , generating capacity of equipment is much less than iinstalled capacity

Only "IMF policy" your govt is following is...increase in electricity tariff
by 6% + 12 % + 6% in last one year..this is to remove the subsidy being offered on electricity.

Electricity production was down due to circular debt..hence elec. company does not have enough money to pay for oil.

By critically examining all the so called "causes" of high cost of electricity, this article establishes that it is the escalation in fuel costs due to GoP’s petroleum taxes, increase in debt costs due to depreciation and increase in all other costs due to inflation is the reason d’être for higher electricity prices in Pakistan. Top that off with WAPDA’s ever increasing surcharges levied to recoup losses from production inefficiencies and we have the reason for expensive electricity in Pakistan. None of these factors are caused by or are under the control of IPPs and consequently blaming them for high electricity prices is incorrect and results only in diverting blame from the real contributory forces, namely, GoP & WAPDA.

Unless GoP deals with the economics of power generation by addresses the core issue of growing circular debt, it is impossible to imagine the IPPs’ fully utilizing their existing installed capacity.

Most people cannot understand, even now, that solar costs a gajillion dollars per MW, Wind is being installed at a slow pace as it also requires very heavy investment and the nuclear is the best option but it has many hurdles and takes a lot of time. For many, electricity generation for country is like buying a 5KW generator from the a hardware store.

Until and unless you treat this "jahiliya", there is no hope for a public understanding.

The only way to eliminate the ciruclar debt (which has been reduced significantly) si to eliminate the subsidies. It is time that the media starts portraying the escalation in electricity prices as "reduction of subsidies" rather than "bijli mahengi kar di". A major problem with removing subsidies is the actual perception of their removal. Rather than being portrayed as "removal" of an "assistance", it is always portrayed as an "increase". While in actuality, it is an increased burden on the consumer's wallet but the perception is that somehow the government has added to the price while in actuality it only removes its assistance. The media's portrayal of removal of subsidies is a very big factor and can be used to eliminate the largely negative public opinion in the wake of the removal of subsidies. While we can most definitely argue that removal of subsidies on electricity effect the poor and lower income groups adversely, for we do not provide subsidies according to usage rather it is provided uniformly (through GENCOs). This uniform subsidy allocation is itself a very serious problem but the larger question is whether we can continue to dole out subsidies to reduce economic pressure on the consumers.

Providing enormous subsidies is not only is a strain on the government but it does not make the consumer realize the actual cost of the commodity. For example, electricity subsidy paid out last year stood at a colossal Rs. 179.526 Billion. Subsidies stood at 1.5% of GDP last year, after being revised from an earlier figure of 0.9% of GDP, the reason being that the proposed removals of subsidies are delayed/canceled owing to public pressure.

So far China 300/meter from China concern, i heard alot about this.. but i don't think this can be true.

Ok let we say Government is removing subsidy for increase the cost of the electricity. I have a question, which government actually introduces these IPPs on the top, when one Unit was for 5 Rupee (in 1996) and government made agreement with these IPP for 7 rupees? Also when Only wapda, KESC and PAEC generate around 95% of all people needs i.e. 13490. Then why these IPPs are effecting so much on the power tariff?

This is only because our corrupt leader done some agreements with Some big giants in IPPS. Wapda is backng this because they also have their own intrest in this.
