Because during USSR era there was socialism so people had a relaxed laid back lifestyle so people had good mental health so fertility was high so birth rate was more than 2 per woman so population increases every year. After the Cold War, socialism was reduced so people have stress in their lives so people have bad mental health so fertility is low so birth rate is less than 2 per woman so population decreases every year.
