Goa government to sell beef to meet red-meat shortage

In its bid to quell the beef shortage in Goa, the BJP-led government in the state may start selling beef on its own, an official said on Thursday, while blaming the mafia with links to meat traders for the shortage.

Addressing a press conference here, Lyndon Monteiro, chairman of theGoaMeat Complex, a government agency which runs the only legal service abattoir in Goa, said the shortage of beef was artificial and blamed the mafia and animal rights groups for the problem.

"A crisis kind of situation has arisen. If the traders do not fall in line and open their shops to sell beef, the government will take it upon itself to sell beef across the state," he said.

Monteiro said the government was in the process of "finalising modalities" for selling beef in Goa on its own, in order to come to the assistance of the beef-eating population, which has been affected with many stores shutting shop since Monday.

The shortage also comes at the time of Lent, a holy period when Christians, who account for 26 percent of Goa's population, tend to avoid the red meat.

Beef is commonly consumed in the state's more cosmopolitan tourism-oriented coastal belt. Official estimates suggest that the beef consumption in the state ranges from 30 to 50 tonnes per day.

Monteiro said the state-run service abattoir was functional and blamed a cartel of illegal beef-selling mafia and rogue meat traders for the beef crisis in the state.

Over the years, the abattoir as the only legal slaughtering facility in the state has been slaughtering cattle brought to them by traders, who subsequently sell the fresh beef across the state.

The abattoir has a capacity to slaughter 120 cattle per shift.

"There is no problem if you legally source cattle for slaughter or slaughtered carcasses from outside the state. The problem is that the beef mafia has been trying to get illegal and uncertified beef to Goa, which has resulted in crackdown," Monteiro said.

He said animal rights activists were also holding the beef supply to Goa to ransom by raising repeated objections and alleging that all beef being brought to Goa was illegal.

The beef they are referring to is Buffalo meat, Carabeef.

I think carabeef is still being sold in Maharashtra.

Bullocks have been spare additionally (Bulls were always illegal in Maharashtra so the gau pita line I heard somewhere is not factually correct ..... as bulocks have no balls and hence cannot be anyone's pita)

So? The OP has not used the word 'cow' anywhere in the title or the text.
He wouldn't be posting this on PDF at all, if he wasn't under the mistaken impression that the BJP's anti cow slaughter policy was being undermined. There is no interest in a small state's food supply and public distribution issues. The laughing smileys are a dead giveaway of what was on his mind.

Whatever was on his mind, this is a fact that BJP want to put a complete ban on anything that is beef, regardless of bulls or carabeef, hence his post.

Bullocks are not allowed to be slaughtered in Maharashtra either. Bullocks do have "balls", OX's don't have them. They cannot be slaughtered either

As a matter of fact, slaughter of both cow and bulls are banned in Goa too. Only Bulls are allowed in one government owned slaughter house. No where else.

Before this ban, bullocks were being slaughtered in Maharashtra. NOw they are not.

Bulls were mostly not being slaughtered, but some underhand mixing used to happen where the aged ones were getting passed off in a mixed herd while being transported (mixed as in bufflaos, bullocks, with some bulls).

I have one correction though. The wording of the new ban includes bulls and bullocks to cows. Which means technically even bulls were not illegal earlier. Just not standard practice. Now both are illegal. Only buffalo will continue to be allowed.

There is still a lot of confusion, with the police claiming they have not yet received official communiques.

Just today many trucks carrying mixed herds for slaughter headed towards Sholapur were forcibly stopped by the public and escorte to the Hinjewadi police station, where the police were forced to take the vehicles, drivers, cleaners and cattle into custody. The cattle are currently being taken care of by the police and the police is complaining that their budgets do not cover the feed of the cattle (this has been going on for a week now).

P.S. A bulllock by definition is a castrated bull. Castration by definition is the surgical removal of the male gonads , i.e. the testicles.

Buffalo slaughter is banned in Maharashtra too.

The Maharashtra Animal preservation act 1976 seeks a ban all the slaughter of ALL Bovines. Bovines are defined under schedule 6 (e) as ALL Cows, Bulls, Bullocks, female buffalo and buffalo calves.

Seeks a ban? I am pretty sure the new act does not include buffalos. The current on the ground actions happening in Maharashtra does not include buffalos.
