Exactly! the "enablers" are what you have, and "innovation products" is what they managed to accomplish

Iran have more scientist and engineers per capita than Israel yet technological output is immense, of course Israel spend by factor of 2.5 than Iran on R&D

As far as I know, the report doesn't divide output scores by input scores. Rather, it adds them up to get a total average.

Where is shinny india? I thought india should be better than china, because they blame china copied this, copied that everyday, I always think the reason they blame china eveyday must be because they did much better in inovation... I just searched the before china but I did not find our shinny Indian.
