ঢাকা: বাংলাদেশের চট্টগ্রাম ও মোংলা সমুদ্রবন্দর ভারতকে ব্যবহার করার সুযোগ দিতে চুক্তি স্বাক্ষরের জন‌্য দুই দেশের নৌসচিব পর্যায়ের বৈঠক শুরু হয়েছে। গত কয়েকদিন আগে সচিবালয়ে শুরু হওয়া এই বৈঠকে বাংলাদেশের প্রতিনিধি দলের নেতৃত্ব দিচ্ছেন নৌসচিব সচিব অশোক মাধব রায়। আর ভারতের পক্ষে রয়েছেন তাদের নৌসচিব রাজিব কুমার। অশোক মাধব জানিয়েছেন, এই বৈঠকে পায়রা বন্দরে একটি টর্মিনাল নির্মাণসহ মোট চারটি চুক্তির বিষয়ে তারা আলোচনা করবেন।

বৈঠকে আলাপ-আলোচনার মাধ্যমে চট্টগ্রাম ও মোংলা বন্দর ব্যবহার, পায়রা বন্দরে মাল্টিপারপাস (কন্টেইনার) টার্মিনাল নির্মাণ, লাইটহাউজ ও লাইটশিপ ব‌্যবহার, কোস্টাল ও প্রটোকল রুটে যাত্রী ও ক্রুজ সার্ভিস নিয়ে চুক্তি হবে বলে জানান সচিব। তিনি বলেন, “তারা কীভাবে বন্দর ইউজ করবে এটা নিয়ে আমরা বিস্তারিত আলোচনা করে একটি এগ্রিমেন্ট চূড়ান্ত করব। যেটার ড্রাফট আগেই করা হয়েছে, দুই দেশ এটা নিয়ে মতবিনিময়ও করেছি। আজ আনুষ্ঠানিকভাবে মতবিনিময়ে করে এটা চূড়ান্ত করব।” বন্দর ব্যবহারের ফি নির্ধারণের বিষয়ে জানতে চাইলে অশোক মাধব বলেন, এ ধরনের চুক্তির তিনটি পর্যায় থাকে। প্রথমে হয় সমঝোতা স্মারক, এরপর এগ্রিমেন্ট, তারপর এসওপি (স্ট্যান্ডার্ড অপারেটিং প্রসিডিওর)।


চুক্তি অনুযায়ী ভারতকে দুটি বন্দর ব্যবহারে কী কী সুবিধা দেওয়া হবে জানতে চাইলে নৌসচিব বলেন, ভারতকে বিশেষভাবে কোনও সুবিধা দেওয়া হবে না। কেবল বাংলাদেশের রুট ও বন্দর ব্যবহার করার অনুমতি দিতে এই চুক্তি। আন্তর্জাতিক অন্যান্য বন্দর ব্যবহার করলে বন্দর যেভাবে লেভি পায়, সেভাবে সবকিছু প্রযোজ্য থাকবে। কাস্টম, বন্দরের যে সব চার্জ সবই তারা (ভারত) দেবে।

পায়রা বন্দরের কাজকে নয় ভাগে ভাগ করা হয়েছে জানিয়ে অশোক মাধব বলেন, “একটি কম্পনেন্টে ভারত সহায়তা করতে সম্মত হয়েছে। পায়রা বন্দরের টার্মিনাল নির্মাণের কাজ ভারতকে দেওয়ার বিষয়ে সাংবাদিকদের প্রশ্নের জবাবে নৌসচিব বলেন, “ভারত এটা পিপিপি (সরকারি বেসরকারি অংশীদারিত্ব) বা সরাসরি বিনিয়োগের যে কোনও একটি পদ্ধতিতে বিনিয়োগ করে টার্মিনাল নির্মাণ করবে। এটা পরে আলোচনা করে ঠিক করা হবে। প্রাথমিকভাবে ঠিক হয়েছে, ভারতের একটি বেসরকারি প্রতিষ্ঠান কাজ করবে।” পায়রা বন্দরের জন‌্য এখনও কারও কাছ থেকে অর্থায়ন চাওয়া হয়নি জানিয়ে তিনি বলেন, “এই বিষয়ে আমরা ইআরডিতে (অর্থনৈতিক সম্পর্ক বিভাগ) একটি পিডিপিপি (প্রাইমারি ডেভেলপমেন্ট প্রজেক্ট প্রোফর্মা) পাঠয়েছি। ১২৫টি দেশ বিভিন্ন কম্পনেন্টে তাদের আগ্রহ প্রকাশ করেছে। ভারতের ক্ষেত্রেও একই অবস্থা।”

বাংলাদেশের নৌসচিব বলেন, সমুদ্র ও নৌপথে চলাচলে নির্দেশনামূলক বয়া, বাতিগুলো দুদেশ কীভাবে একসঙ্গে পরিচালনা করব এবং বয়া, বাতিসহ এগুলো যারা পরিচালনা করবে, তাদের প্রশিক্ষণ কীভাবে হবে- সেসব বিষয়ে আলোচনা করে একটি সমঝোতা স্মারক চূড়ান্ত করা হবে। অন্যদিকে তিনি আরও বলেন, “আমরা প্যাসেঞ্জার ক্রুজ সার্ভিস চালু করব। টুরিস্টরা ভারত থেকে বাংলাদেশে এসে যে কোনও জায়গা দেখতে পারবেন। একটা রুট করে দেওয়া হবে, সেই রুটে তারা পরিদর্শন করতে পারবেন। একইভাবে বাংলাদেশ থেকে যে কোনও জাহাজ টুরিস্ট নিয়ে ভারতে যেতে পারবে। ভারতের কোন কোন বন্দরে যেতে পারবে তা আমরা নির্ধারণ করব।” এখনও পর্যন্ত নেওয়া সিদ্ধান্ত অনুযায়ী, ক্রুজশিপের পর্যটকরা জাহাজ থেকে নামতে পারবেন না বলে অশোক মাধব জানান। জাহাজে থেকেই তারা দেখতে পারবেন। আগে তো জাহাজের ক্রুরাও নামতে পারতেন না। এবারের চুক্তিতে দুই দেশের ক্রুদের তিন দিনের অন অ্যারাইভালের ভিসা দেওয়ার কথা থাকবে। প্যাসেঞ্জার নামার বিষয়টি হয়ত পরবর্তী মিটিংয়ে আসতে পারে। আগে আমরা পরীক্ষামূলকভাবে চালাব, পরে সিদ্ধান্ত নেব।”

'Bangladesh to lose sovereignty if India given open sky facility'

The Bangladesh Nationalist Party (BNP) on Friday feared that Bangladesh will entirely lose its independence, sovereignty and security if the neighbouring India is given the open-sky facility for using Bangladesh’s ports, roads and airspace.



BNP senior joint secretary general Ruhul Kabir Rizvi voiced the fear at a press conference at the party’s Naya Paltan central office in the capital.

In reference to some media reports, the BNP leader said India wants ‘open sky’ facility to use Bangladesh’s airspace and airports.

He said Bangladesh has agreements on using airspace with many countries, including with India, but open sky agreement was signed with no country. “This will in no way benefit Bangladesh. It has no necessity even. The government can sign this agreement only in the interest of India.”

Apart from losing entire airlines business to India, the BNP leader said, the state security will be at stake when India will use Bangladesh’s airspace and airports with its own frequency from outside Bangladesh.

Terming it an anti-state step, Rizvi called on the Awami League-led government to refrain from signing such treaty with India.

The BNP leader alleged that the current government which he said has no mandate is signing one agreement with India after another.

“They [AL] are giving everything to India whereas Bangladesh has got nothing yet. India has unilaterally withdrawn cross-border rivers. They are giving concession even not on a single litre of water. They were given transit facility almost free of cost.”

The BNP leader also alleged that India is “forcibly” setting up Rampal coal-fired power plant ignoring the opinions of Bangladesh people as well as of the international community.

Prime minister Sheikh Hasina is likely to visit India early next year during which a number of treaties and Memorandum of Understanding on some “sensitive issues” might be signed, according to diplomatic sources in Dhaka.

Sheikh Hasina was scheduled to begin his four-day India visit on 18 December, but the tour has been postponed for unknown reasons and will be rescheduled soon, said the diplomatic sources.

Foreign ministry officials said India has been pushing Bangladesh for signing an instrument on a framework of defence cooperation.

In his first official visit to Dhaka in the past week, Indian defence minister Manohar Parrikar discussed India’s plan for forging a fresh defence cooperation framework.

Bangladesh has asked India to quickly sign the strip map of the Muhurichar, a disputed piece of riverine territory on its border with the Indian state of Tripura.

Bangladesh home secretary Mozammel Haque Khan made this request to his Indian counterpart Rajiv Mehrishi during the 18th home secretary-level meeting between the two countries that ended in New Delhi late on Tuesday.

A Bangladesh High Commission press release issued in Delhi said that both sides discussed issues like speedy handover of wanted criminals hiding in each other's territory.

It said that that issues of law and order along Indo-Bangladesh border and prevention of cross-border smuggling, especially of drugs also dominated the talks.

"Bangladesh called for Indian cooperation in speedy signing of the strip map of Muhurir Char," the press release said.

It said that the Bangladesh team also requested Indian authorities to allow Bangladeshi travellers to use any Indian air and land port for entry into and exit from India.

Dhaka, Delhi to sign deals on port use, construction

Bangladesh and India will sign a number of documents on using Chittagong and Mongla seaports apart from building a multipurpose container terminal at Payra seaport.

Officials from both sides are in discussions at shipping secretary-level meeting, being held in Dhaka, on various aspects of separate MoUs (memoranda of understanding), reports UNB.

The meeting will finalise things on these proposed MoUs and those are likely to be signed during prime minister Sheikh Hasina’s forthcoming New Delhi visit.

Officials said India’s state-owned India Port Global and some Indian private companies have shown interest in building a multipurpose container terminal at Payra seaport.

“We’ll finalise four things at the meeting,” said Bangladesh shipping secretary Ashoke Madhab Roy.

They will also discuss a proposed MoU on movement of lighter vessels between the two countries, he said. An agreement also will be signed on carrying passenger on costal routes, UNB said.

Indian shipping secretary Rajive Kumar is leading a nine-member delegation while Madhab Roy a 16-member Bangladesh delegation.

Cabinet secretary Mohammad Shafiul Alam inaugurated the meeting at the conference room of the shipping ministry.

The prime minister is scheduled to pay an official visit to New Delhi in the third week of the current month.

ছেলেধরা এবং বাংলাদেশে ফেইক জঙ্গিবাদ তৈরী নিয়ে গত ১১ জুলাই আমি লিখেছিলাম__“আসলে নর্থ সাউথ বা ব্রাকে বিশ্ববিদ্যালয়ে কোনো জঙ্গিবাদের পড়াশুনা বা ট্রেইনিং হয় না। মূলত, এইসব প্রাইভেট বিশ্ববিদ্যালয়ে কাজ করছে র-য়ের স্লিপার সেল। ওরা বিশ্ববিদ্যালয়ের আশেপাশে আইএস (ইন্ডিয়ান স্টেট) সোলজার রিক্রুটিং সেন্টার খুলেছে।

বনানী মসজিদের পিছনে আছে ওদের একটি সেন্টার। এসব বিশ্ববিদ্যালয়ের মসজিদে কারা যায়, কারা ইসলামপন্থী, তাদের পিছনে কাজ করছে ভারতীয় এজেন্টরা। তরুন নিবরাসরা টোপে পা দেয়, ভুলিয়ে ভালিয়ে ইসলামের কথা বলে হঠাৎ নিখোঁজ করে দেয়। এবং পরে চ্যানেল মত পৌছায় ভারতের ট্রেইনিং সেন্টারে। তারপরে দরকার মত কিছু ওপারে রাখে, কিছু এপারে পাঠায়।”

আবার জঙ্গি নাটক! এবং ধরা? হঠাৎ করিয়া দেশে আবার এমন কি হইল যে, জঙ্গি নাটক করিতে হইবে? গতকাল চট্টগ্রামে র‌্যাবের অভিযানে ৩ জঙ্গি ধরা দেখানো হইল। র‌্যাবের ডিজি (নাটকের প্রডিউসার) বেনজির বললো, হুজির ক্যাম্প, টিভিতে দেখানো হইল ব্রান্ড নিউ অস্ত্র গ্রেনেড ইত্যাদি, কয়েকজন সাজানো লোক দিয়ে বলানো হইল- এরা নাকি নতুন আসছে এলাকায়, সন্দেহজনক চলাফেরা! র‌্যাবের পরিচালক মুফতি মাহমুদ প্রেস কন্ফারেন্স করিয়া প্রকাশ করিল- আমরা হেন করিয়াছি, তেন করিয়াছি। আমরা একটু মুজকি হাসিলাম!

এখন প্রকাশ পাইল, গতকাল যাহাদের ধরা দেখানো হইছে, তাহারা আসলে আগে থেকেই র‌্যাবের কাস্টডিতে ছিল। গত ছয় মাস আগে নূরে আলমকে র‌্যাব তুলিয়া নিয়া যায় (১১ এপ্রিল), তখন স্বজনরা থানায় ডিজি করিয়াছিল। এতদিন পরে সেই নূরে আলম ও সাথে আরও ২ জনকে দিয়া চট্টগ্রামের জঙ্গি অভিযান নাটক করা হইল! ছি ছি ছি........লজ্জায় মরিয়া যাওয়া উচিত বেনজিরের।

বহুদিন আগে থেকে বলিয়া আসিতেছি, দেশে জঙ্গি হামলা এবং জঙ্গি ধরা ও অস্ত্র উদ্ধার এগুলা সবই র‌্যাব ও পুলিশের নাটক। তাহারা আগে থেকে কিছু লোককে আটক করে, পরে নিজেরাই বাসা ভাড়া নিয়া সন্দেহজনক প্লট সাজায়। পরে অভিযান ও গ্রেফতার দেখায়। টিভির সামনে আসিয়া নানা রকম বিবৃতি দিয়ে জনগন বিশ্বাস করাইতে চেষ্টা করে র‌্যাব পিুলিশ অফিসাররা। কিন্তু গোমর চাপা থাকে না- ফাঁস হইয়া যায়।

এইসব ঘটনা যখন ঘটাইতেছে র‌্যাব পুলিশ, তখন কেবল মনে হয়- আহারে, ওরা কতই না দুর্বল, পাবলিকরে কতই না ভয় পায়! হাসিনাকে অবৈধভাবে ক্ষমতায় রাখতে গিয়া কতই না নাটক সাজায়! তবে এইসব আপকর্ম করতে করতে পুলিশ ও র‌্যাব নামক দুইটা বাহিনীর মোরাল এবং স্ট্রাকচার ধংস করিয়া দিলো এই অবৈধ আওয়ামী সরকারের বশংবদ কর্তারা। ইহার খেসারত জাতি এখন দিচ্ছে, ধীরে ধীরে এইগুলাও দিবে। এসপি বাবুল, ওসি সালাউদ্দিন, হাসিনার শাকিল কেহই মাফ পায় নাই আল্লাহর পাকড়াও থেকে__মনিরুল, শহীদুল, বেনজির, হাসিনা- এগুলাও রক্ষা পাইবে না।

I know my source of information about the islamic caliphates is mostly right because if the caliphate system was so perfect and best type of governance then why didnt it survive untill now? why did the people abandon it?

Caliphates survived on the power of the caliph and constant conquest, the day the conquests stopped and the caliphates military power diminished it started to fade away.
WW1 shattered the ottoman caliphate and the result is that the caliphate system ended withit, it could not adapt to the changing world around it.

caliphate isn't a local governing system. This was ideological clash between capitalism Vs Islamism. After 1901 Caliphate became weak , bcz that time west made a new governing system and injected the western value to the muslim community . Two ideology can not exist together.

Now democracy is losing its existence and caliphate is on the way again. Muslims rules more then half of the world more then 1400 centuries. even EU was under the caliphate . So the comment - conquest is unnecessary over here.

In WW1 caliphate took a side and lost the war , but till then the capital and the governing system was stable. When west attacked the main creed of caliphate then it lost . Under the system of caliphate people was leading a perfect life. But today , people are living in a mess world.

No ISIS caliphate is not a actual caliphate . Caliphate is not a local call. It is a global call when 57 muslim countries will be united in a call. What is ISIS is doing that is not the actual method of Caliphate.

They made their own local caliphate where they are killing and hijacking people by force to bound their own law. What out Prophet (Pbuh) brought Caliphate that is the method of actual caliphate. And that caliphate lasting till 1924 .

According to the method of Prophet (Pbuh). At first he(Pbuh) created a group of people , they spread islam in macca. Then Prhophet (Pbuh) went to 40 tribs to seek nusrah. Nusrah means help from the armed forces. In the same time aus- khajraj tribe gave him nusrah . And Prophet (Pbuh) went to madina and made a caliphate state . He(Pbuh) did badar war with the army of Madina.

For unity we need a proper political party , those who will command to do the right things. And will talk against the capitalism and the ruling system of democreacy . A group of people will work for bring back islam again and will seek nusrah to the muslim army . When muslim army will give power to those group, then all 57 countries will be united again . We just need a caliphate state at first. automatically 57 countries will be united , bcz in those 57 countries a group of people is working for bringing back caliphate. We just need a platform at first .

Denying radicalism in BD is like closing your eyes to the real threat that is engulfing the muslim countries. People will only understand the gravity of the issue when BD is engulfed in situation similar to what is happening in Syria and Iraq, i wish it never comes to that.
You can blame the external forces all you want, it is the internal threat that will actually cause the most harm.
Look at the hateful messages of the radical preachers, you can clearly understand they dont stand for peace, they stand for war and destruction.

Indeed, there is an issue of religious intolerance in Bangladesh. And like I said, those groups are locally grown. Had Bangladesh been like what is today Syria, you lot would have had your head over heels long ago And yet, you failed to answer my question.

There will be ramifications for undermining a sovereign country's democracy and security.
