You can’t claim a culture based on peripheral sites. Just like countries with peripheral sites of Egyptian culture can’t claim a percentage of ancient Egyptian. Just because the centrally located Egyptian culture built some settlements or towns in the periphery it doesn’t become a claim of those countries.
