@sancho the IN indeed does have its own naval design department - the Directorate of Naval Design (DND) these are the guys who designed the P-17,IAC-1 and P-15A for eg.

Ok, but the JV is not between IN an DCNS but between Pipavav and DNCS, so any French design will be proposed via Pipavav, unless it would be a joint development between India and France.
