Quoting the 1947 UN resolution is putting the cart before the horse. The UN resolutions were drafted by the dominant West to appease their Zionist lobbyists. Like I wrote, if Arabs were dominant, they could get the UN to draft a resolution declaring Israel a terrorist state and Zionism a racist ideology.
