Formulation of Bay of Bengal fisheries management plan on card

Fisheries and Livestock Minister Narayan Chandra Chanda on Monday said the government has formulated a plan of action for sustainable management of fisheries resources in the Bay of Bengal, reports BSS.

"With the participation of the stakeholder a short, medium and long term plan of action has been formulated for sustainable management of the fisheries resources at the Bay of Bengal," the minister told a press conference in his ministry's conference room in the capital.

He said a new horizon of capturing deep and light water fishes has been opened by identifying new fisheries areas with 1,18,813 square kilometers of water boundary at the Bay of Bengal after the historic triumph by the government.

The fisheries research and survey ship - RV Mean Sandhani -has already identified 176 fish species, 13 species of shrimp and 14 other species of crustaceans and Mollusks, a large phylum of invertebrate animals in the sea, he said, adding that the survey is being continued since December 24 of 2016.

Bangladesh has already been included as a 'pilot country' in the blue growth of economy, said he. Terming the fish production as significant in the country due to initiatives undertaken by the government, Chandra said, "The hilsha production was around 3.95 lakh metric tons in 2015-16 fiscal year and it crossed 5 lakh metric tons in 2016-17." The hilsha production was only 2.98 lakh metric ton in 2008-09, he added.

Under the social safety net programme, he said the present government had provided a total of 38,187.68 metric tons of rice for 2,38,673 fishermen and each family of fishermen got 40 kg rice every month for four months in 85 upazilas of 17 Jatka prone districts during 2016-17 fiscal year.

The food grain distribution under the programme was only 6,906 metric tons in seven years to 2008-09 fiscal year when the present government took office, he said.

On the other hand, he said, the present government distributed a total of 2,34756.96 metric tons of food aid among the fishermen in last nine years between 2008-09 and 2016-17 fiscal year.

He said the hilsha fish had also achieved the geographical commodity registration certificate with an acknowledgement of Bangladeshi local fish due to the initiative of the government.

About increased production of fishes, the minister said the present government has established 534 fish sanctuaries in different rivers and opened water bodies in the last nine years since 2008-09 as an strategy to restore and increase production of various extinct species of fishes.

As a result, different species of extinct and rare fish breed including 'Ekthot', 'Teriphuti', 'Meni', 'Rani', 'Gora', 'Gutum', 'Chital', 'Pholi', 'Bamosh', 'Kalibaos', 'Iyeer', 'Tengra', 'Sarphuthi', 'Modhu', 'Pabda', 'Ritha', 'Kazli', "Chaka', 'Gazar' and Baim already have been recovered and are now available in the fish market across the country.

The availability of Koi, Shingi, Magur and Pabda is very significant and it has been possible due to installation of the fish sanctuaries in many parts of the country.

About the development of the fishermen, the minister informed that the present government has taken various initiative for the development of the fishermen, adding that "the government has prepared database of some 16,20,000 fishermen till June 2017 and gave identity cards to 14,20,000 fishermen."

In addition to this, the government has distributed a total of Taka 289.70 lakh as grant among 587 fishermen's families for causalities due to natural disasters between 2012-13 and 2016-17, he added.

First look inside Bangladesh’s first marine research ship Meen Sandhani

Department of Fisheries has officially launched its survey vessel RV Meen Sandhani. Before the inauguration on Saturday by Prime Minister Sheikh Hasina, this correspondent got the opportunity to have a first look inside the vessel earlier this month.

The ship will be used for the survey to determine marine fish stock and potential measures for sustainable fisheries in the Bay of Bengal.

At the Chittagong Fish Harbor, the ship is in ‘all hands on the deck’ mood, ready for the voyage. It almost looks like another fishing trawler from the 246-strong fleet of Bangladesh’s marine fishing industry. Yes, almost, but not exactly.

The 124-foot-long ship comes with much-advanced capabilities and technology, and cost more than 65.50 crores Taka. It's the first ever trawl survey vessel in Bangladesh. It is designed as an advanced marine class and purpose built with sophisticated navigation, fishing, safety and security options, which makes it comfortable for the people on board and resilient in even rough weather.

UN’s Food and Agriculture Organization (FAO) and Malaysian government funded the initiative and provided technical support to built the ship and train human resources. Captain of the ship Lieutenant Commander Rashed from Bangladesh Navy will be at the helm in Wheelhouse, Trawl Master Rafiqul Islam will operate the trawling to pull up fishes and help the researchers in the fish survey.

With 9.2 meters width and has a 3.3-meter draft, RV Meen Sandhani is able to operate benthic, demersal and mid-water trawl survey for fish, shrimps and crabs; and it has specialized crab pots too, explains the Trawl Master Mr. Rafiqul.

Trawl survey involves dragging a large net along the seabed or through the water column for a set time or distance. The net is then pulled up on board to sort out and record species. In addition, the loads from the trawl nets allow scientists to measure length, age, weight, genetics, stomach contents, and other factors.

There is a table-top Microscope and a Spectro-photometer in the mini on board laboratory RV Meen Sandhani for preliminary scientific works. Main bio-physical types of equipment are Piston Corer for sediment and Van Veen Grab for water sampling from the depth of the sea.

Main accommodation facility is just under the Wheelhouse with a capacity to host four scientists in two bunk-beds. The crew rooms below can house eighteen more people, all bunk-beds. Lieutenant Commander Rashed says, with other facilities the ship’s optimum capacity is 28 to 35 people without any hassle.

Lt Cdr Rashed seems confident about safety and security of boat and passengers with the Global Maritime Distress and Safety System (GMDSS), which is supported by Automatic Identification System, INMARSAT, and other safety equipment protocols.

‘As part of the design, we have no portholes and the ship can go full watertight mode if necessary,’ he said. In fine weather, the captain and crew will be able run the ship on auto-pilot as well. But the main expected passengers of the ship; the surveyors, the scientists, and technicians are yet to get trained before the vessel leaves for the deep seas to assess fish stock.

Bangladesh first carried out a survey on marine fisheries in 1973, while the fisheries department subsequently conducted some partial studies only in the late 1970s and early 1980s. The surveys were mostly dependent on foreign experts, and the veteran Bangladeshi experts who worked in the surveys are not available this time.

‘Fish biologists and other scientists will be trained starting this month, then hopefully the trawl survey will be started soon,’ Director of Department of Fisheries (Marine), Mr. Nasiruddin Md. Humayun told Daily Sun.

For efficiently identifying fishing grounds and determine maximum catch limit annually, the surveys are required to be conducted over multiple years to record changes in the abundance of fish species. The Project Director Mr. Anwarul Islam said, ‘We have proposed to extend the project period up to 2019, and eventually we have plans to bring it under revenue budget.

Though the sea fishers are seeing a gradual decline of fish stock in the Bay of Bengal, but as the name of this new survey ship stands in English - the Fish Finder, the officials hope there are more fish in the sea. Bangladesh has at least 400 fish species in its 1,18,000 square kilometer maritime area in the Bay of Bengal. According to Bangladesh Fisheries Research Institute (BFRI), about 90 species are commercially important.

In recent years, the Department of Fisheries is working to bring sustainability in the marine fishing sector. As part of the continued effort, the agency has taken measures like introducing 65-day long annual monsoon ban season and banning bottom trawling.
