Indian has a population of 1.3 billion, for a developing nation like India it's not possible to pull everyone out of poverty in a short period of time, that doesn't mean you cannot have luxurious stuff, megacities and things of national prestige such as a booming space program. Middle class accounts for 30-35 of the population right now which is ever growing. The people who are moving upward socially and economically are contributing to the economy and thus the govt can afford to spend on luxurious projects and expensive weapons systems for defence.
To put things in perspective India has a population more than EU combined.
A healthy nation and system always invests on the future, being bogged down in the present with a non chalant attitude of South Asians being a "3rd world nation" is self destructing.

As far as Pakistan is concerned despite our bad economy we are still better than India in hunger index.
Your priorities are questionable when you turn a blind eye to starvation and spend money on such projects to fool the world, to let then think India is becoming another china. It's like instead of feeding your family buying a expensive car with that money just for a temporary bragging.

To be clear, I'm not trolling when I suggest that you have no knowledge of the economy and people growth.

What you know is that they started receiving cash as AID the name of war from the US and advanced all the way to the Cold War in 1992.

Please look into the nation's economic and industrial development. Similar questions were raised when India was establishing its metro train infrastructure, ISRO was working on projects, etc. and how the people of the country also grow with the country's growth.

As per the logic of some experts (self declared types), a nation should stop all works towards research, space exploration, higher level studies, new and modern infrastructure development till there is no poor person in that nation.

After that has been achieved, then they should apply for permission from these experts on pdf and then start these activities.

Any parallel work to alleviate poverty and hunger alongwith activities that these experts consider splurging is not allowed.
