ISLAMABAD: The National Disaster Management Authority (NDMA) on Friday received the first consignment of the medical relief equipment, procured with the financial assistance from the National Disaster Risk Management Fund (NDRMF) amid pandemic outbreak in the country.

The consignment, which reached Islamabad airport from China on Friday, included medical equipment such as PCR testing kits, mobile X-ray machines, Chinese KN95 masks, disposable medical masks and water-impermeable surgical gowns.

The NDMA is procuring health products in a phased manner. Till date, the authority had procured 36,000 screening kits, 14 X-ray machines, 196 clinical ICU ventilators, 150,000 KN95 masks, 2 million disposable medical masks, 40 large biosafety cabinets, 30,000 water-impermeable surgical gowns, besides PPE, under the grant financing from the NDRMF.

Considering the availability of limited health management resources in the country to manage the growing number of cases every day, the government requested the international development partners to help it bridge the financial gap to procure medical and health equipment to respond efficiently to control the spread of the virus.

The NDRMF was the first donor to approve the grant financing to the NDMA. It approved project aimed to ‘Enhance Pakistan’s Capacity for Preparedness and Response for COVID-19’ with the total project cost of Rs7.9 billion.

The NDRMF deposited Rs3.2 billion in the government account, which facilitated in the timely procurements of necessary medical and health equipment from abroad. The Asian Development Bank (ADB) also re-appropriated an additional $30 million from the loan granted to NDRMF.

The NDMA, being the lead operational agency to coordinate COVID-19 response, will be responsible for the overall management of project, including procurement, quality assurance, inventory and supply chain management and financial and audit arrangements.

KARACHI: The federal government has become a stumbling block in importing the COVID-19 kits, Sindh government officials said on Friday.

The Sindh government is facing a severe shortage of testing kits and has decided to import them from the United Kingdom and China. However, sources in the provincial government said that federal government authorities are giving a ‘lukewarm’ response to the request.

Speaking to The Express Tribune, Pakistan Peoples Party (PPP) Senator Sherry Rehman said that the federal government needs to be proactive about the medical crisis and not just make announcements.

“All provinces need a huge ramping up of testing capacity, not next month but now, and all we are seeing is a constant series of press statements about what Sindh has been given,” Rehman said adding that officials in the centre are not coordinating with the provinces in the time-sensitive matter of testing the deadly contagion.

She further added that there’s an imminent danger to Pakistan right now and the response has to be coordinated and fast.

“Without enough test kits, we will face a terrible crisis. Right now no functional test kits have been provided to Sindh as per federal announcements,” Rehman said in a tweet. “No cargo flights to pick up orders from export destinations. Federal govt [government] please coordinate import of kit with provinces.”
Earlier on Thursday, Sindh Health Minister Dr Azra Pechuho told the media that hardly 6,000 kits are left with the Sindh government and private hospitals which, according to her, will be used in coming 12 days.

“Sindh government has decided to import 2 lakh kits, but it depends on federal government help to provide cargo facility to get it,” she said

Where are all the kits going to, Lahore city's DHA, Bharia town, Wapda Town, Thokar, Johar Town are hot bed areas of fast cornavirus spreading. Need them ASAP.

Thia is just politics. If they are sincere then why not to just import it rather then doing press conference?

Federal government has handed over the medicines to concerned department who is arranging it for boarding on a plan. As local air operations are closed therefore it is also taking alot of time than usual

I blame Federal Government for this..

Yesterday too, I shared a video of a talk show in which it was alleged that antibody testing is banned in Pakistan.. WTH..

The testing kits were supposed to receive in Pakistan yesterday. Allocation for Sindh was already higher than Punjab 35,000 vs 25000.

If Sindh want to increase testing. Health is provincial subject. The health budget is with Sindh government. Ehy they are not buying themselves ? Or try to manufacture them locally just like Federal government under ministry of science and technology is trying to do.

Bottomline it is very easy to say aisa hona chahy tha waisa hona chahy tha ... y ghalat wo ghalat but when u r actually doing it only u know the practical challenges and limitations u r facing

Sindh and Karachi need it most. They have a high Shia population which was in contact with Zaireen from Iran.
