On topic - I don't think govt ever made an official statement, except for ANI making this revelation. The govt does not need anyone's permission to move the troops where they feel the need to move the troops. More importantly, these are paramilitary forces and not Indian Army being moved.. Sounds like a few local level clean ups are in order before the elections. A few NIA raids have happened in Baramulla and Srinagar and few more may follow.

Also, the date on the hearing on 35A is also coming up in SC... Which will also flare up temperatures in Valley.
