The Kotelny base is one of three new Russian bases above the 75th parallel, part of a larger push by Russian President Vladimir Putin to flex his country's military muscle across its massive Arctic coastline. CNN's Fred Pleitgen takes an exclusive inside this new base designed to operate in sub-zero temperatures.

Sort of. With the recent warming of the Arctic waters the Northeast Passage may be used by more shipping for transit between Europe and China. But for that to happen - and for Russia to collect possible transit fees through any parts of the NEP that lie in its sovereign waters - the maritime insurance companies will want Russia to beef up its coast guard services at various bases: more tugs, icebreakers, helicopters, and personnel. This info has to be publicized to some degree. But the main beneficiaries will likely be foreign shipping firms and the toll-collecting Russian government, not Russians themselves.

1) Ships in rough waters like to have rescue and safe harbor nearby.
2) Putin would claim buttered blini as Russian sovereign territory if he felt he could get away with it.
