A Pakistani policeman would surely be writing his death sentence if he were to go and arrest Altaf Bhai. Iska "bhai" nikaal diya hai na British police ne. I don't see him threatening the policeman with a bori, like he threatened the journalists and Punjabi landlords. In India, "bhai" is a slang word for a mafia don. He's no different.
