So you mean very few people are utilising this service ... to clear it check how much is the revenue and why there is need of subsidising it and at what amount.
On daily basis if 100,000 people are utilising it calculate how much is the revenue and how much subsidised amount against it and then calculate on monthly basis ... the picture will be cleared to you. It seems you do not give importance to Rs 20.
Try to dig in past, you will find a campaign in 1965 war for 5 Paisa a tank for our armed forces - may it enlighten you.

You are right, every public office holder from any political affiliations, should answer, if he is miss-using power/resources/finances. I also mean every corrupt across the board. We have to get rid of these leeches, who were involve in looting Pakistan since last many decades ... children holding foreign passports properties abroad and enjoying lootings; and they provide 'SERVICES' to the people of Pakistan. All such corrupts should be barred from holding any public office in Pakistan.

I had a presentstion on BRT peshawar. I conducted thorough research on it and took data from Websites of ADB, PDA office and other sources. I will share the flowchat of casflowa. In my personal and honest opinion, I do not want such services to subsidised.
My personal preferences are, if governments are so sincere towards public only two entities to be subsidised for lower income group - Health & Education, what we need to and struggles through out our lives. Most of lower income group lives on daily earnings. Imagine, if he fell sick what happens ... his children will be out of school and family will suffer.

Son ... though you will laughed at it but for manageable distances bi-cycles are the best choice ... health and less congestion on the roads ... rather than going for metros government should go for separate bi-cycle tracks. Not to spent billions by an already debt-ridden country.

cycling is excellent, make separate lanes, and those for rent bicycles, it will be the best option.
Govt H&E are very cheap as compared to private ones, and if the laborer is in the Govt sector, it becomes even cheaper. But again, the question of quality arises.

Making the track at ground level means bridges can easily be constructed to allow passengers to walk from one side to other with out crossing the middle lane , so buses would be able to move at 80km/hr in middle lanes
