Early History:
For Last 1-2 years , we are hearing that the Chinese Locomotives have turned bad.
Why did that happen. During Musharaf's time in power he saw that our local production was not enough to meet demands so 150 Locomotives were ordered from China

Musharaf once again showed himself to be Pro Economy and Pro development , and building stronger ties with China

PPP years:
However the deal soured right after his government ended. PPP came to power an they derailed all of Musharraf's positive policies, and one of the legacies were the Chinese Locomotive


Who is the company that provides these Railway Engines?
Well , a stereo type emerges that this company was/is a small time vendor

Infact they proudly list the Pakistani Project very front page which shows their commitment
Not only did they not provide the 60-70 engines , they also provided Transfer of Technologies on Engines and Boogies to Pakistani Engineers.

What else do they build?

Well.... NUCLEAR POWER PLANTS

** The same company also did the feasibility study of link between China and Pakistan by Train route

Dongfang Electric Corporation (DEC), with its headquarter in Chengdu, the capital city of Sichuan Province, which named as the “Heavenly Land on Earth” and the “Hometown of Giant Panda”, is one of the largest backbone enterprise groups under the direct administration of Chinese Central Government.


So we have a company that creates Nuclear plants , high end machinery , R&D company at level of General Motors ... in USA....


And what did we do ? We cancel their contract and make them go to courts !!!


Reality:
Many insiders in Railways mentioned on Youtube and media that the real reason why the Locomotives failed was usage of "SLUDGE"

How is sludge formed? When normal oil ... goes thru engine , and this oil is stays in engine over long time , and never replaced by regular maintenance , its thickens .. and this forming sludge

This eventually damages the engines

Engineers stated that Pakistan railways untrained workers , did not regularly replace the engine oils and they kept putting in oil that was taken out of another engine , they did not bother to buy FRESH clean oil for engines , and this neglect caused damage to certain engine parts due to neglect of Pakistan Railways workers.


So a question arises, why have the Pakistan Supreme courts have not dismissed the cases yet ?
The problem is on Pakistan's maintenance side, and for known reason a Chinese Corporation is being dragged into courts.

That was govts fault, the company and their machine is good.
Corruption and mismanagement in locomotives led to their failure.
 
Is this a damage control exercise ?

Even cars these days have all sorts of sensors that indicate to the driver the engine condition. Heavier engines have more diverse sensors , indicators & warning mechanisms.

If the owners chooses to ignore them , the machine cannot be faulted.
 
I think the best thing to do right now is to have karwa ghoont and buy locomotives on finance. Once we have the engines, the business will begin to run. No engines = no trains = no money.
 
There is no basis for the Court to deny Chinese company from supplying engines

The video Above is documented confession of Pakistani Railways worker that Pakistan Railways did not maintain the Chinese or any other engine , when you look at the neglect in the garage.

Why did they do it ?

Simple when the engine goes to scrap yard they take out the part and sell these for profit !!! That is the game , and then plus they get Bail out from Government

Which I mentioned in thread over 800 Million USD ...

The Dong Fang Company makes "Bullet Trains" , Nuclear Power plants , and high end Energy Products..

Supreme court of Pakistan had blacklisted the company , for action of neglect from its own Engineers ...


Comparatively look at an American Engineering Railway Overhaul facility how clean and well maintained it is....

If you cannot fix the engine ...
a) Fix the lights
b) Fix the holes
c) Fix the wiring
d) Fix the rust

They simply do not do anything in Pakistan

The Engineer, if he get salary from Pakistan Railways must continue to keep polishing the engine , keep making fixes to it when its in the shed / garage ....

People in US are overhauling engines from 1900 , and here we cannot maintain engine that are 4 years old


This workshop SERVICES 500 Locomotive in 1 year - just look at the difference in PRODUCTIVITY !!!



6 and half days !!! They fix 1 Locomotive from old to BRAND NEW , LISTEN TO MINUTE 1:20
They take part the whole locomotive , piece by piece and Make every thing NEW!!! half the cost of brand new locomotive in 6 DAYS!!!

This is difference between REAL ENGINEERS and fake engineers in Pakistan who wait for parts and they can't "engineer" the fix these guy Take out every thing , give it rust treatment and paint job , fix broken windshields , all wiring BRAND NEW ... in 6.5 Days , They open the engines and fix the components and treat the engines to make it BRAND NEW



BAIL OUT HISTORY

2013 NEW ------- 31 Billion Rupees = 300 Million US Dollar (Enough for 150 New Locomotives OR repair 300 engines)

Between 2010 - 2013 , with the money given to Railways , a total of 350 Brand new Locomotives from USA (20 year warranty) would have been bought ......buying from india would have given us 700 locomotives

In Pakistan Railways the priority has been
a) Paying Salaries
b) Spending money on so called special Projects and feasibility studies
c) Paying consultant's fee

Instead of buying what is needed!!! Locomotives

Anti corruption committee is itself involved in corruption! Ghulam Bilour train chor should be arrested by NAB!
 
Note:

The report (reporter) stated, that in Pakistan there are 340 Engines waiting , to be fixed

US company fixes 1 locomotive in 6 days on 1 Track (area where engineers work on project)
they just don't put a part in and say ok done , they do "Overhaul" which is not same as putting in part or fuse. Overhaul means taking the whole engine apart .. piece by pice , and working on all the parts (servicing all parts) metal , bolts , engine , wiring and brake systems and necessary greasing of parts

They have 27 Tracks , where engine is parked and work is done so simultaneously they can work on 27 engines. Reference: from video on US company

So how long would it take them to fix all our inventory

6 x 340 div 27 = 75 days

Two month , and 15 days

Cost = 50 % of that of new engine


If Government puts in 150 Million Dollars that can fix 320 engines

> Complete Overhaul (taking the whole engine apart 1 by 1 , and reassembly after clean up)
> Complete reassembly of engine and processing
> Brand new Wiring , and work new pipes
> Fixing of the Rust in engine, polishing , Coat Paint, Final Paint Job
> Welding components where needed

@ Present the money would be given to Rasulpur factory they fix 10 engines a month it will take them 5-6 years to fix 200 engines VS American engineering company that can fix

All 320-340 Engines in our shed , in 2-3 Months time


What is better fix all 340 Engines for 150 Million vs 10 Engines in year in Pakistan for 150 Million vanishes in paying salaries and pensions


A Locomotive restored by Overhaul process is normally 95%-96% Brand new level
Practically every components is polished and reassembled
vs type of work done in Pakistan where simply a part is added into system

If Pakistan Railways gives contract of repair to the US company for 140-160 Million Dollars, they can save almost 150 Million Dollars from the Bail out Pakistan Government gave them in 2013

With they extra 150 Million the can improve quality of service to customers and Make money

Biggest advantage is in just 2 months repair time , and 2 months shippnig send/recieve

Pakistan Railways would have 400 Engine capacity Fixing the critical shortage of engines.
This would start local travel & freight trains again making Money for Pakistan Railways

While having 150 Million USD (15 Billion Rupees for passenger service sector)
 
Pakistan railway will soon be on track InshaAllah. Saad Rafique is a very honest and dedicated person. You will see a noticeable change in railway very soon. Just be patient and give the new government time to perform. They are highly experienced and motivated to put the whole country back on track.
 
We don't know the truth behind the tall claim made here. Let the proper inquiry happen and then only we will come to know the truth...


Here what I can see is, "A Pakistani is defending Chinese"...
 
i was under the impression the chinese engines dint cut the mark. maybe they just dumped inferior product onto pakistan and charged them for it. makes good business sense
 
there was some talks on buying few locomotives from India..did that deal go through???
