Excluding Russia.Uk is the number one because of their spending amounts of defence they just like to always beef up defence.Although others as France and Germany can also do that.But they seem to ignore defence since fall of Soviet Union especially Germany.
In terms of operational forces turks are in top 10.maybe behind Italy but equal to Spain,Sweeden,Ukraine.

I would say Germany and time will prove it, perhaps they are not spending as much percentage of their gdp on defense like others. but they have the maximum potential in both economy and technology.

Russia is not part of Europe because it is Russia which is a entity in its self ,in the modern world powers its termed as USA , Europe,Russia.

If Russia is to be set aside, I would say UK is leading, though not by much:

1) In Air power, UK has the largest and most technologically advanced air force in Europe. They have also ordered the most typhoons, and will also get F-35

2) In Navy, UK has 3 carriers, 4 Vanguard class SSBNs, 8 SSNs (which will get replaced by the advanced Astute class) and more surface vessels than any other European fleet.

3) Even the British army are almost on par with its continental neighbours, thanks to well trained troops. Their army, is the second largest in Europe (after France) and they field better artillery and armour than their French counterparts in my opinion.

4) The British nuclear forces are stronger than that of the French, and Britain has better second strike capability.

I have avoided mentioning space capabilities as I do not know about them.
