EU Observation Mission Report on Pakistan Elections 2013

The European Union Election Observation Mission has termed Pakistan's conduct of the parliamentary election as "satisfactory or good" but stressed the need for continued improvement in the electoral process, in particular the consolidation and strengthening of the electoral framework.

The European Union had deployed a large election observation mission in response to an invitation by the Pakistani authorities.

There is also a need for a further increase in the level of women's participation in the overall political system, European Parliament member Richard Howitt, part of the EU Mission, told a news conference in Islamabad on Monday while issuing a preliminary statement of its initial findings of the poll.

EU election observers said 64 people were killed on Saturday, when Pakistanis went to the polling stations to elect a Government for the first time after a civilian government in Pakistan has completed a full five-year term.

They reported that the electoral process in the violence-hit areas was distorted.

At the same time, the conduct of the election was satisfactory or good at 90% of the 600 polling stations they monitored.

They praised a strong commitment shown by candidates and parties to the democratic process.

In a statement on Monday, European Union Foreign Policy chief Catherine Ashton congratulated the people of Pakistan for turning out in "unprecedented numbers" despite an extremely difficult security environment and threats from extremists.

She said the "2013 general election marks a historic victory for the democratic life of their country."All the main stakeholders, in particular the political parties and state institutions, acted in a responsible manner, demonstrating their support for democracy and the holding of the elections, she added.

The High Representative welcomed "the progress made by the Pakistani authorities in their efforts to hold these elections in line with national and international commitments, notably through new constitutional provisions for the Election Commission of Pakistan and the caretaker government, as well as a significantly improved electoral roll."

Ashton said she has taken note of the statement of preliminary findings and conclusions of the EU Election Observation Mission on the conduct of elections.

Ashton noted that the EU is a close partner to Pakistan, adding that she "looks forward to continue our strong partnership in support of Pakistan's democratic, economic and social development."

EU mission also said that most number of rigging complaints received from Karachi and Sindh and they also said something about British Citizen Altaf Hussain for his threatening statement.
