True, only if terrorists are the citizen of your own country and has mass support behind them. You can call it war of hearts and minds, used by Indian Army in kashmir.i am a firm believer in what I call "out of the box" thinking vis-a-vis counter insurgency
it requires closer cooperation between the civvies and the khakis -- or rather as much cooperation as possible, given the totally different cultures and thinking between the 2
it requires more than just bombs and belts of ammo....it requires you to have the locals (the aam aadmi) on your side
But why would US make such investment? Will pakistan do if it was attacked by afgan based terrorists?
It is a gray area. One can argue that the terrorists need to be caught and brought before judge, and only a judge, not US president should decide the quantum of punishment.Yes but they are used as weapons to murder Pakistani and Yemeni citizens...

I hope the Pakistani and Yemeni citizens who lost their lifes rests in peace and I wish patience for those who lost their loved ones...
The other side of argument is, US is fighting a war and your opponents are your enemy. These terrorists are not US citizens and not on US soil, hence they are equivalent to enemy troops. You dont ask judge when fighting a battle.
