Its the only way to keep the people calm. If they knew the truth, they couldn't handle it and there would be a chance for civil war.

What is going on is exactly what happened with Zia. He killed Baloch insurgents during the night and during the day condemned the attacks. And here Pakistani gov't is condemning drone attacks during the day and by night are telling them where to strike. I don't think the government (parliament) is in on this but rather the Pak Executive Office/Pak Army/ISI.
General Kayani also has previously requested more drone strikes.
