New Delhi: DRDO, the premier defence research organisation, on Wednesday sought enhanced budget saying that China was spending close to 20 percent of its defence outlay on R&D as compared to a mere 5-6 percent in India.


It also pitched for increased manpower saying that a top heavy institution with a narrow base is not an ideal situation.

Director General of Defence Research and Development Organisation (DRDO) S Christopher said there were a few issues which continued to remain a cause of concern and came in the way of the organisation's growth.

"There is a need for enhanced budget and augmentation of scientific manpower. A mere 5-6 percent of defence budget for R&D is inadequate to meet the aspirations of India's defence needs especially when China spends about 20 percent of their defence budget for R&D," he said inaugurating the 39th Directors' Conference of DRDO here.
He said the manpower has remained stagnant since 2001.

"This is an issue which DRDO has been pursuing for a long time and currently a case for 436 scientists is with the government for approval," he said, adding that any research and development institution depends on new blood to work on technological needs of tomorrow.

"Today the average age of scientist in DRDO is over 40 years. A top heavy and narrow base is not a healthy structure for R&D organisations. We hope the government will appreciate the gravity of the situation and take appropriate measures to ensure manpower," he said.

On his part, Defence Minister Manohar Parrikar assured DRDO of all help but said the scientist need to constantly upgrade themselves and duplication of work should be avoided.

He also asked the DRDO scientists to "learn" from 'rishis', who overcame jealousy and anger since "many tussles and politics" had been seen in the scientists' community.

He said they should "roll up their sleeves" and put in more effort.

Addressing the gathering, the minister said education does not have any value if it does not come with integrity.

"For an educated person, to have humility is one of the most important virtues. I think the scientist community should choose to make it part of their overall behaviour and set up. This one apsect...I see many tussles. Politics is everywhere but it is also being sometimes played in a wrong sense. I understand you have high aspirations," he said.

Ancient sages 'probably great scientists': Manohar Parrikar | Zee News

New Delhi: Giving mythological lessons to defence scientists, Defence Minister Manohar Parrikar on Wednesday said the ancient sages of the country were "probably great scientists."


Parrikar also asked the scientists of the Defence Research and Development Organisation(DRDO) to learn from 'rishis' the art of being humble and overcoming jealousy and anger.

Underscoring the need for educated people to be humble, he said the 'rishis' of yore were "probably great scientists".

Parrikar, who was speaking at the the 39th Directors' Conference of DRDO here, said he would not like to get into a controversy whether 'rishis' were scientists or spiritual.

Before he spoke about 'rishis', Parrikar said he would like to touch on an issue which should not be taken in a wrong sense. "I always believe that power enhances with restraint and education enhances with humility."

Giving the example of mythological rishi Dadhichi, Parrikar said he provided Indra with 'vajra'( a mythical indestructible weapon).

"They say that he made it out of his bone but I think he would have probably done some scientific research to develop a metal which provided that kind of superior technology. So you can classify him into a scientist. But the major difference that I find in those days and today is that rishis had control over ego, control over anger. These are very important for an educated person," Parrikar said.

Parrikar Asks DRDO to Focus on Core Defence Technology Areas The Defence Minister Shri Manohar Parrikar today asked DRDO scientists to concentrate on core activities factoring the defence technology requirements of the Armed Forces. He asked DRDO to involve the Industry in producing the technologies which they have developed. “Hand- hold the Industry to make some products which you may have developed”, he said.

Addressing the 39th Directors’ Conference here today, Shri Parrikar said the close interface of DRDO with Navy in developing technology products is well matured. DRDO should now develop similar level of interface with Army and IAF.

Appreciating the large scale technical manpower that DRDO has developed over the years, Shri Parrikar said DRDO can play an inspirational role in skill-development in the country across several fields, leading to job creation for the ever expanding youth population of the country.

Shri Parrikar directed the top brass of DRDO to avoid duplication or overlapping of activities by Laboratories for greater economic efficiency. In this regard, the Cluster Heads have a major role to play. He asked the scientists not to rest on laurels but seek greater heights in innovation and technology.

Shri Parrikar said there is a potential of one billion dollar worth of exports of technology products developed by DRDO in 2-3 years.

The Meeting was attended among others by the Chief of Air Staff and Chairman Chiefs of Staff Committee Air Chief Marshal Arup Raha, the Chief of Naval Staff Admiral RK Dhowan and Scientific Advisor to Raksha Mantri Dr G Satheesh Reddy.

Speaking on the occasion, Air Chief Marshal Arup Raha said our visionary forefathers had conceptualized DRDO as the prime instrument for gaining strategic independence for India through indigenisation and development of core/critical technologies. He said DRDO has been able to achieve the objectives of self reliance to a great extent in the past seven decades. While he touched upon the success stories of missiles and Radars, he urged the scientists to treat disappointments as challenges and convert them into greater opportunities.

ACM Raha said Scientists should be driven by passion that does not allow them to rest till the task is achieved.

The CAS said DRDO has a great role to play in transformation process of the Armed Forces and mentioned that key issues should be jointly addressed by all the stakeholders. There should be a greater involvement of the three services and production agencies and a joint development road map.

ACM Raha said the transformation of Armed Forces into a strategic Force with a multi spectrum capability will need to ride on the shoulders of DRDO. They will need to work together in a mission mode with result orientation bringing in more indigenization through state of art equipment.

The DG, DRDO Dr S Christopher said the year 2014-15 was marked by a number of achievements in every technology cluster.

He said the current value of production orders or DAC cleared systems from the DRDO stable stands at 1.79 Lakhs Crores, which does not include strategic systems.
