DRDO seeks 400 pc salary hike

NEW DELHI, APRIL 18: Facing an acute shortage of scientists due to unattractive pay packages, the DRDO is seeking a four-fold increase in salaries for its entire staff, besides significant performance-based monetary incentives for scientists from the Sixth Pay Commission. The organisation is also seeking an additional 30 per cent hike in basic salary for scientists as intellectual capital pay (ICP) for generating ‘intellectual property rights’.


The organisation, which will present its case before the Sixth Pay Commission on Thursday, is citing its inability to attract top talent in the country due to poor remunerations. The research organisation is seeking a ‘fast track promotion system’ for rapid advancement of exceptional scientists within the establishment to avoid stagnation of talent. Performance-based incentives recommended by the DRDO include sharing 40 per cent of the revenue generated due to transfer of technology or developing a product with the scientific team involved in the research.

“The cream of scientists are heading to the private sector due to better salary options. We need to give performance-based incentives to attract them. The team that is developing a technology should get a 40 per cent share of the loyalty and technology transfer fees generated,” Dr W Selvamurthy, Chief Controller R&D (Life sciences and Human resources), DRDO said. “If a system developed by the DRDO like a missile or aircraft gets inducted into the armed services, one per cent of the first order should be shared by everyone involved in the process,” he added.

Other recommendations include increased participation of DRDO scientists in international seminars outside the country. To keep them updated, the organisation is recommending that scientists participate in at least one international seminar every two years. To further encourage international participation, the establishment is seeking a Rs 10,000 award for each paper published in a reputed international journal.

An increase in study leave for scientists from the current 36 months to 48 months is being mooted. DRDO is asking for additional grants for higher academic studies in the form of scholarships for scientists besides sabbatical leave for scientists. A loyalty bonus of one month’s salary for employees completing 10 years in the organisation is being recommended.

I say give them the friggin pay, they deserve it, make them on performance based.
