The pure Islamic government was Rashidun Caliphate.

but all the laws thier are the most closest form of islam why?

This is another debate and can not be told here.. in short only Sanad (Chain of Narration) does not make any Hadith authentic.
I personally respect Maulana Tariq Jamil Sb very much, but again, in religious Tableegh many scholars think, it is not a sin to quote unauthentic narration if it does not against any established teaching of Islam.

dont bother yourself with that cause I need it to land in authentic Ahadith books(sunni, hanfi major school of thought), strictly speaking with exact point of reference to look up for and that reference should follow any two or three principles adopted by successors' successors to validate it as authentic.
