State Police Commandos of Manipur, Paramilitary Security Forces and Armed Forces of the Central Government are killing people extra judicially or extra legally in Manipur and other North Eastern States of India routinely in the name of counter insurgency or counter terrorism operation. Manipur is now killing field of India. Everybody knows this fact. But establishment maintains its policy of denial. This denial is necessary for the State to perpetuate the regime of de facto and de jure impunity and incentive provided to the law enforcement and security forces operating in the state for the gross violations of human rights of the people. People of Manipur and other North East Indian states are denied the right to life, right to human dignity, right to equality and equal protection of law. They are discriminated against and treated as occupied people.
