Naureen Leghari could be forgiven for planning a Easter Attack, but Asia Bibi can't for something that she till date objects to. Both on the borderline of Faith elements are similar, though the weight of one is heavier in scale because it was a terrorist organisation movement and the other was a resident.

Technically speaking Naureen Leghari can be trialed under the same blasphemy because though she may not have said something verbally, she still had the intention to harm people physically which in my opinion is far worse.
