So the observer experienced the 1920's equivalent of a connecting flight in Sri Lanka. He formed opinions on the locals, and extrapolated this to the subcontinent. In the real world, we know similarities between Sri Lanka and India is limited to the Tamil population and a bit of overlapping culture with the Southern States. This is the line you drew in your post about using context, attributing his comments to those populations included within this line.
But where did Einstein draw the line? Isn't that the whole point? His definition could be as narrow as the people of Ceylon or as broad as South Asia.

Again this doesn't change the reality of the culture being localized to Sri Lanka and South India, but it does shed light on his perception of things at that time. Coming back to context, this was a white European man in the 1920's, educated in the imperial ideology that was the norm in early 20th century Europe. It's not far-fetched to say he formed his opinions before he even boarded the ship. His comments are not about the appearance or physical features of the subcontinent's population, rather it's about their ability to contribute or ability to progress. The European colonizers had a vested interest in keeping their subjects reliant on others and subjugated. It's like visiting a zoo and wondering why the cheetah's are not running fast.
