ISLAMABAD - The government has decided to increase Federal Public Sector Development Programme (PSDP) and provincial Annual Development Plan’s(ADP) outlay by Rs161 billion for the next fiscal year.
If announced, the outlay will reach Rs1675 billion mark against the current year’s allocation of Rs1514 billion.
“Out of total Rs1675 billion, Rs800 billion will be earmarked for the federal funded projects, while Rs875 billion will go to the provincial Annual Development Plan,” an official source told The Nation here on Tuesday.
The development outlay for the fiscal 2016-17 is Rs161 billion higher than the previous year, which was Rs1514 billion, including Rs700 billion under the head of Public Sector Development Programme (PSDP) and Rs814 billion under the head of provincial Annual Development Programme (ADP).
The source said there were two parts of the PSDP: one was related to the allocations demanded by the ministries, divisions and corporations/authorities and the second is related to special development programme and projects operated by the federal government.
Out of Rs800 billion, Rs655 billion will go to the developmental projects by the ministries, divisions and corporations/authorities, while Rs145 billion will go to the special programmes.
Talking about the bifurcation, the source said that out of Rs655 billion, Rs 233 billion will be reserved for the ministries and divisions; Rs318 billion for the corporations/authorities such as Water and Power Development Authority (WAPDA), National Highway Authority (NHA) etc.
“Similarly Rs43 billion will be allocated for the special areas such as FATA, Gilgit Baltistan; Rs27 billion for Pakistan Millennium Development Goals (MDGs); Rs26 billion for Federal Development Programmes and Rs8 billion for Earthquake Rehabilitation and Reconstruction Authority (ERRA),” he added. He further said the current budget ceiling did not meet even 33 percent of the PSDP of Rs1950 billion, demanded by the ministries, departments and divisions for their projects.
“Similarly, out of Rs145 billion total allocations for the special programmes, Rs100 billion will go to special development programmes, Rs20 billion to Prime Minister Youth Programme and Rs25 billion to the Gas Infrastructure Development,” the source explained.
Giving further details, he said the issue of Panama Leaks had also played a role in shaping up the current PSDP.
“To counter Imran Khan in KP, the prime minister has launched several schemes and also ordered the inclusion of new projects in the PSDP. The Panama Leaks has made the PSDP managers very busy, as they are told at the last moment to add new projects,” the source elaborated.
“In his recent visit to Swat and Bannu, the PM had announced several projects which were not part of the PSDP, but they were added to the developmental budget just to counter Imran’s influence in the province,” he added.
He also said these projects were still unapproved because of their inclusion in the PSDP in haste, and it would take a lot of time for their final approval from the concerned bodies. The source revealed the inclusion of new projects at this stage would lead to deduction of important projects from the budget.
“Since there is no increase in the PSDP ceiling for the recently announced projects; therefore, the funds will be directed from other projects,” he explained.
“Swat University, grid station, women university for Swat and roads from Swat to Bannu are the projects being incorporated in the PSDP,” he added.
The Annual Plan Coordination Committee (APCC) is meeting here on May 27 to clear Public Sector Development Programme (PSDP), ADP and other special projects for the fiscal year 2016-17.
National Economic Council (NEC) will give final approval to the PSDP and other budget proposals. The government has already convened a meeting of the NEC on May 30 to approve the macroeconomic framework and development plan for the next fiscal year.
The NEC meeting will be chaired by Prime Minister Nawaz Sharif, and will be attended by the four chief ministers, AJK prime minister, Gilgit Baltistan (GB) chief executive and the federal ministers, while the governor Khyber Pakhtunkhwa will attend the meeting as the representative of FATA.
