Denying India veto at UNSC is an insult: Belarus

Minsk (Belarus): The erstwhile Soviet state of Belarus has offered to share with India laser-optical technology that is crucial for civil and defence applications, including in the guidance systems of smart weapons and missiles.


Belarus will be setting up a laser-optical research centre in India under an agreement to be signed during the visit of its President Alexander Lukashenka to India beginning Sunday.


India will be training Belarus personnel in Information Technology with the prospect of setting up a technology park in Minsk, 52-year-old Lukashenka said in an exclusive interview in the ornate Blakitny (blue) hall of the massive Stalin era Presidential Palace.


"We have a huge technological potential, much more than our own requirements and we are ready to share it with India," he said.


Lukashenka said strategic relations with nuclear powers -- India, China and Russia-- are the cornerstone of his country's foreign policy.


"Relations with India are the pride of our foreign policy. I underscore that we are proud of our close and friendly ties with India, dating back to decades and centuries," said the Belarus strongman, dubbed as the last dictator in Europe.


Lukashenka said Belarus backs India's candidature for the permanent membership of the UN Security Council with full veto rights.


"In 1998, speaking from the rostrum of the UN General Assembly, we had declared that in the changed world without India the mandate of Security Council is fractured to some extent," said Lukashenka responding to a question on New Delhi's bid for the permanent seat in the UN Security Council.


"Almost ten years back we had declared that it was highly unjustified that a country with the population of over a billion, possessing high technologies and like China, a nuclear power, is not represented in the Security Council," Lukashenka said.


He said that his nation of 10 million people, sandwiched between NATO and powerful Russia, will vote for India, whenever its candidature for the UNSC is put on vote.


"Depriving a nuclear power like India of the right of veto or other attributes of a permanent member as enjoyed by other permanent five will be an insult to the nation," Lukashenka said.


Lukashenka also sounded very optimistic about trilateral defence cooperation among India, Russia and Belarus. "Here we are not competitors with Russia. Moscow has involved us in several defence projects with India and more are in the pipeline," said Lukashenka, who has managed to preserve the potent military-technical complex inherited from the ex-USSR and banned the defence enterprises from churning out casseroles and spades under the so-called policy of conversion adopted by many former Soviet republics, including Russia.


Replying to questions, Lukashenka said India must take a lead in rejuvenating the Non-Aligned Movement. "I have requests from many NAM Heads of State that I talk to India to play a more active role," he said.

Yes I would agree if that was the case :), But Russia are selling Belarus after they buyback from the Indians

But there is also truth in too, 1/6th of the Human Life is India, Patriotism aside India deserves a place in UN

But India is not selling the planes to Belarus. I think the planes are going back to Russia, they will be upgraded to some extent and then sold to Belarus. Though that is a separate deal with Russia.

India does indeed deserve a seat with veto in the UNSC. Its only fair. I think India, Brazil, and Japan deserve the seat the most.

IIRC only Three countries in this whole world makes their own Laser-optical (those used in thermal visdions) technology USA/Russia-USSR/Israel, Not even China does! (their ones are liscenced manufacturing of some some other countries,)

What are the requiremts set by UNO to become a member of SC.

I mean what critearea a country have to meet to be able to become a member of security council, would appriciate if some member can post some details.

AFAIK, there is no official criteria released by UN. However, US did give its own criteria for supporting UNSC candidates.

Raising hopes for India, the United States has unveiled a set of criteria, including economic size, population, track record on non-proliferation and counter-terrorism, for countries aspiring for a seat on an expanded United Nations Security Council.

The State Department came out with its vision of UNSC reforms on Monday, saying 'potential members must be supremely well-qualified, based on factors such as commitment to democracy and human rights, economic size, population, military capacity, financial contributions to the UN and record on counter-terrorism and non-proliferation'.

While the overall 'geographic balance' of the Council is a consideration, effectiveness remains the benchmark for any reform, the State Department said.

"The United States is prepared to help lead the effort to strengthen and reform the UN. What follows are key issues the US has identified as priorities, as we work with the UN and other member states towards the goal of a strong, effective and accountable organisation," it said.

Management, budget and administrative and management reform are necessary to ensure that member states receive the greatest benefit from resources and that UN personnel are held to the highest standard of ethical conduct and accountability.

Based on above, India does qualify for most of the points but, so does Japan. Given the economic strength of Japan, it should be above Britain, France, USSR & China. India should wait till 2020. At the moment, India doesn't have an influence beyond South Asia. By 2020, UNSC seat with Veto power would be offered on a silver plate unless China vetoes to deny it.

I agree. I think that this is the last chance for Japan though. India is rising, Japan's glory days are slowly getting over.

As more years cross by, Japan's influence would go on decreasing or remain at very low levels, only economic strength does not qualify a country for a UNSC seat. India would get another shot in later stages.
I dont think China would veto it, China cannot afford to have sour relations with us, neither can we. If they want they would try to limit the veto power to the new UNSC member states.

Yep, it was reported as a tri-nation swap. India sells to it back to Russia and gets heavy discount on upgraded Su-30MKI. Belarus gets a secondhand frontline fighter with a reduced price tag and everybody is happy. :tup:

Then it should include Pakistan aswell or all top 8-10 most populated countries.
