PESHAWAR: Parents and social activists filed an application at Peshawar High Court on Tuesday, asking to be made party to an earlier petition which requested the Army Public School massacre enquiry report be made public.

They demanded to be made privy to whether any responsibility has been affixed and if the culprits had been punished.

The application was filed by 26 mothers and 16 social activists through their counsel Ajun Khan, the father of APS martyr Asfand Khan.

Ajun had filed a petition on March 3 which asked the court to direct the government to elaborate on steps taken for security of the institute after intelligence reports of a possible attack. The petition named the provincial government, FATA additional chief secretary, K-P IGP, National Counter Terrorism Authority and interior secretary as the respondents.

The petition asked authorities to define action taken against authorities responsible for security of the school and questioned why parents were not taken into confidence on the reports.

Ajun claimed the National Counter-Terrorism authority shared intelligence with the K-P government on August 28, 2014 about threats from the Taliban. The information suggested the banned group planned on carrying out attacks on educational institutions; especially those run by the Pakistan Army, to avenge the death of fallen militants.

His petition said no steps were taken to improve security of schools despite the intelligence intercepts and authorities should explain if this was criminal negligence or a conspiracy to let it happen.

“Why did the administration not [strengthen] the walls of APS to thwart the attempt? Who were the officials [who did not fulfil] their responsibility and what action has been taken to fix responsibility for this criminal negligence?” the petition asked. The petitioner sought answers for why sensitive information was ignored which ultimately resulted in the tragic loss of over 140 lives.

Ajun stated he had taken these questions to the president of Pakistan, Defence Committee Chairman Mushahid Hussain Syed and Chief Minister Pervez Khattak, but they all failed to provide answers. He said all of them were avoiding these questions.

Mothers unite

Mothers of APS victims and civil society members gathered at the Shuhada-e-APS Memorial Library Hall in the city on Tuesday to discuss the process of becoming part of the petition.

Around 15 social activists including Rukshanda Naz, Jameela Gilani, Shabeena Ayaz, Shahida Shah and Nusrat Ara were at the meeting.

Ayaz, who is from Aurat Foundation, told The Express Tribune those slain were the children of the nation and if an independent enquiry was not conducted, more such innocents would fall prey to terrorism.

“It is Women’s Day, so women are going to court. On Father’s Day, we will ask fathers to do the same,” she added.

Tipu Bhai... Indeed the necessary measures were not taken nor yet the justice has fully served in such case. Rest about people waiting for the fathers day to come and join, is not fair and grieved family could join or become party in petition if they felt so without any specific day. Rest about the question asked whether the necessary cautions were raised or not, indeed is the area that need to be addressed though seems no progress. There are bundle of files closed with remarks, in the best interest of security and national interest though Op Zarb-e-Azb is based upon such incident against those terrorists and their perpetrators.

Only time will tell, if any kind of conspiracy was there as doubted by few regarding transparency in this enquiry but till the moment, it was not what NGOs are trying to portray it though the lack of security was there not as a conspiracy theory but ill management. While looking at the law & order situation in those times in Peshawar, seems total mismanagement and ill administration and the responsible for lack of security should be treated equally with terrorists in this case.

We cannot stop these terrorist attacks with big walls and more number of security guards. These all are defensive measures and can minimise the damage only. The only solution is to eradicate nurseries and generations of these terrorists from our soil. Thats why op zareb e azab and NAP , deserve unflinching support of whole nation. Rest everything, these enquires and activities of NGOs are just confusing this already confused nation due to religious scholars

It was one of its kind barbaric act. Army got wrong in pre-empting or anticipating that it was a massacre rather than hostage situation..and we have to give it to them..You just DO NOT kill school kids like that

I do not see anything else that they did wrong or that they could have done better.

The elite terrorists, who planned this attack are sitting in Afghanistan, their pawns who participated in carrying out this attack are killed or arrested.......
Not clear answers are given to these parents that's why NGOs are manipulating their emotions according to their agenda.
I believe, it's already time to give clear answers and remove any doubts from parents who lost everything in attack....... Otherwise in later stages, this incident can be distorted and might be used against interests of Pakistan.....
Imagine any NGO winning Oscar for making film on these parents and lack of full filament of their demands..... it's a sensitive topic and if any NGO picked that topic for ratings, then this issues will sell like hot cakes.......

This is the situation I fear...... that ultimately this situation can bring shame and disrespect for our nation in World.......

Their observation with respect to non-redressal of issue is not just because the matter is not addressed but may be, due to lack of media representation from Military end otherwise we all are promised to serve the justice in any case though APS was a barbaric act of those terrorists that cannot be forgot or tolerated at all. Our media houses are actually not working on the path along Military but indeed serving the masters.

There are few things kept hidden or not disclosed for a specific reason but the message of action by Military is wide & clear in this matter and proper response is underway as well.

Monopolization has no limits and you are right that to the some extent someone is waiting to take full advantage of any mishandling in the matter but these are the results of freedom of speech that today's society always demands about. These so called NGOs always worked on anti-Pakistan agenda yet tried to portray themselves as serving the humanity, that these parents also needs to understand as well.

Masterminds are still sitting abroad and are needed to be dealt accordingly though the intention and any plan cannot be told publicly only to calm such sentiments which will ultimately damage the cause and this is what exactly these NGOs wants to be disclosed so they can work further on their agenda. Such demands are like asking for what is our plan and any sane person will understand that there are things better kept secret or untold unless & until proven right by the action taken. These matters require patients for better result and need time but one should understand the ideology of these NGOs that always works around anti-Pakistan subject only. Even if by any chance, for the sake of arguments, someone from inside is involved then will be revealed by the time itself as blood of innocents will never be silent and will speak loud but I doubt this point and believe strongly that this is an attempt to defame and create anarchy among nation against military on this moment where we are almost about to succeed in WOT.

In the very first place it is NOT the responsibility of Army to protect xyz place inside the territorial boundaries. This responsibility falls solely on Police and paramilitary with Army meant for the borders alone apart from additional (specialized) support it provides to police and paramilitary inside the borders. To put the blame solely on Army for the additional duty that it does, is a bit out of place. And then to believe that Army is trying to protect something or someone in the aftermath (that too on behest of some shameless NGOs and understandably emotional parents) is absurdity of highest order. It hardly deserves any of the time of overly occupied security/power apparatus

And for some NGO making an oscar winning movie on the topic wouldn't come as a surprise and the people who matter, hardly give a rat behind to oscar or whatever. Its the like of you and me and the ignorant masses who buy this dung. Our own beloved local talent is winning oscars for highlighting only the negative things about Pakistan while no &hit was given to the Pakistani contributions in discovery of gravitational waves
