Punjab police comes under CM Punjab. Yes! He can force them to act, and if they don't - he can remove or replace them.

That might happen in PML-N's Punjab where the proceedings are controlled from the top. Let them not register an FIR. They are only exposing themselves. We now know how deep the rot is. Who the culprits are.

IK is wrong here. A mere accusation is simply NOT enough to ask anyone to resign. He claimed to have proof of their involvement. Let him present his proof first, and then let the process proceed. A FIR need not name anyone initially but names can be added later after investigation.

Pervaiz Elahi can have a FIR registered within minutes if he wants. It's part and parcel of his job, and he would be well within his rights and powers for doing so.

What is important here is that IK presents his evidence, which he claimed to possess, that justifies the inclusion of the names that he wants in the FIR. Mere accusations cannot suffice to name anyone in an FIR.
