It is not necessary to match IN ship on for one as the IN fleet composition is not solely concerned with Pakistan/PN but also with other 'threats' e.g. China/PLAN. Ship for ship matching of IN by PN would essentially give Pakistan a navy designed to face the wrong threat. Plus, it is a reactive rather than a proactive strategy, making your moves dependent on the moves by the (potential) opponent.
