BEIJING, Feb. 9 (Xinhua) -- The Central Committee of the Communist Party of China (CPC) on Monday published a document proposing to promote "consultative democracy", the country's own brand of democracy.

Approved in the sixth meeting of the Leading Group for Overall Reform in late December, the document says socialist consultative democracy embodies the Party's "mass line" policy, and that developing it is essential to deepening reform of the political system.

Consultative democracy is defined as a democratic pattern in which, led by the CPC, all sections of society are consulted on major issues before and during policy-making processes.

Though it has been practiced by China for decades, consultative democracy needs to be strengthened as the country is in the decisive process of building a moderately prosperous society in all respects, according to the document.

It says that this method be used to expand people's participation in politics, help modernize state governance and resolve conflicts.

Consultation in non-communist parties, governments and the political consultative conference system are among the focuses for concentration, while grassroots organizations will also be strengthened, under the proposals.

The document also vows to seek ways for consultation among non-public organizations.

It says the CPC will hold seminars on key issues including major policies, important personnel arrangements and research by the eight non-communist parties, with these events presided over by major officials and leaders of the CPC Central Committee.

According to the proposals, the system under which non-communist parties give advice to the CPC will also be improved. Non-communist parties give opinions and suggestions to the CPC through studying reports and in other forms, while leaders of these parties can give direct advice to the CPC and the State Council.

The network of people's congresses, which is China's fundamental political system, is also highlighted. The document says the congresses should be made more consultative so as to "include people's wisdom and gather their opinions while performing their duties according to law".

Specifically, the document urges enhanced consultation in law-making: for divisive issues, procedures including careful study, verification and consultation must be completed to reach broad consensus before draft bills are submitted for voting.

It adds that the role of deputies to people's congresses must be strengthened, while online platforms must be better established for contact between deputies and the people.

The document urges the Chinese People's Political Consultative Conference to continue to conduct consultation on topics related to major national and local policies and key political, economic and cultural issues.

It also calls for various people's organizations to be allowed to contribute to consultation.

Lastly, the document stresses that in pushing forward consultative democracy, the leading role must still be given to the CPC to ensure it can control the direction of development.

China's State Council said on Friday that its departments must improve their work through consultation with the people.

Suggestions from representatives of the National People's Congress and proposals from members of Chinese People's Political Consultative Conference are important for the government to determine what people want, said a statement released after an executive meeting of the State Council.

As this year's Two Sessions draw near, Premier Li Keqiang, presiding over the meeting, urged greater innovation in government work. Replies to suggestions and proposals that involve public interests and rights should be made known to the public in an orderly manner. Replies should be pertinent to the suggestions and proposals, instead of hollow bureaucratic talk. Face-to-face replies are encouraged.

Friday's meeting also discussed transparency and streamlining. According to the statement, State Council departments should work in unison with local government department on approval of investment projects.

The State Council called for online approval of investment as departments will work together more efficiently and transparently with the help of the Internet and Big Data.

i think that is of whole human society but not belong to western world.

democracy is kinds of forms ,it dose not only exist a form in the world. your taiwanese form of democracy belongs to

That is a welcoming development indeed. Participatory or consultative democracy has never been an alien practice in ancient civilizations like India or China, even when they were ruled under different authoritarian monarchies. It may not necessarily match with the liberal westernized version of democracy as the European concept have not worked with full capacity in Asian states; however reforming an existing governance(even within an autocratic format) with more and more democratic values had always proven to be beneficiary for the state and its subjects.

Countries should promote equitable development that benefits all, said Wang Min, China's deputy permanent representative to the UN, at the 53rd Session of the UN Commission for Social Development at the UN headquaters on Monday.

Noting that problems of uneven development and inequality are becoming increasingly prominent in the world, Wang said the focus should be on helping developing countries address difficulties in their development and improving global governance, so as to ensure that all countries have equal opportunities, follow equitable rules and enjoy equal rights in international economic and development cooperation.

"We should make poverty eradication and development promotion the core of our efforts, and respect the paths of development freely chosen by various countries," he said. "The post-2015 Development Agenda process and the Conference on Financing for Development offer important opportunities in this respect."

This year marks the 70th anniversary of the founding of the UN. At the same time, the UN is going to adopt a post-2015 development agenda to replace its Millennium Development Goals, which were set 15 years ago and will expire this year.

The Third International Conference on Financing for Development will be held in Addis Ababa, Ethiopia, on July 13-16, 2015, and is expected to result in an inter-governmentally negotiated and agreed outcome, which should contribute to and support the implementation of the post-2015 development agenda.

Democracy is overrated. The idiot voters in the US actually voted for Bush the idiot and Obama the hype. The US easily outspends every nation on its elections, but the US government has very low approval ratings and has been leading America astray.

China government should constantly gather the opinions of Chinese people on various topics, but the China government should test out policies, and then accept the policies that actually improve Chinese people's quality of life.

Yes...And Americans are leaving the US in droves. They want to go somewhere where there is free education to make them smarter but politically oppressed so they have no say in government where the government will lead the country right. :lol:

The Chinese government actually did tested out many policies, such as adopting the Soviet's notion of agriculture, the test failed spectacularly that ended with famine in China, another test is communism, now the Chinese government is testing out capitalism, but only after decades of poverty and backwardness.

The irony is delicious, as always. We have someone living in America where he never have to suffer the errors of the Chinese government but considers the Chinese government a success and the American government a failure.
