Good to know BD corruption has now been limited to WASA only.
No there are stealing by bypassing the meter... only done by the lineman and the commercial owners behind the officials. Residential consumer hardly walk in that path.
 
Here in the US, something similar is happening in certain areas.

Idk about you but neighbors around our area pay off the utility man to reduce the bill. The bills are senseless tbh, imo utility men purposely does something with the meter to demand money from customers

The owner will get caught if he tempers the meter and will end up paying double at the end. Sometimes the meter reader, who are actually the contractor write reduced reading to show less billing. But the actual number in the meter remain same and will get caught and will be billed. Then the owner will complain about ghost billing.
 
I stopped at 90k of utility bills... seriously that can’t be monthly bill...? o_O
Utility is expensive in Dhaka. In rural areas you don't have to pay for water & sewage.

But in that city you pay it all. A four storied building means it needs 10000-12000 ltr of fresh water in average everyday, add sewage, electricity bills, it adds up.

In a subarbn area(REB Line) an average family pay 1000-2000 BDT just on electricity and that's without AC, Oven etc.

Could be... I heard owners don’t touch the meters... they got people to manipulate it from the municipality

So, I always propose all these utilities sector to be divided and subdivided and given to private companies. This is how efficiency will rise and corruption will subside.

In Golden Bangladesh, everything is under the govt under that failed BAL socialism.

"Septic tank" should be enough for a rural household. All middle class houses in rural areas has that (thanks to remittance money most probably)

Country sides even in most developed countries don't have a sweage system on the level of a mid or big cities. Again septic thanks in most cases. The population isn't big enough to require a 'London underground" level of a system.

No, rural areas previously had Kaccha toilet whereby a shallow well is dug in the soil and after a few years it is moved to a little away when the well is overflowed.

Nowadays, most of the rural toilets are fitted with a SOAKPIT. It is a large well about 1.2 m in dia and 4 m deep. Its bottom is filled with brick bats or broken bricks (about 60 cm thick). Connected with pipes, sewage from the toilets falls in the soak pit. Gradually, the liquid part of the sewage sinks underground and solid matters in the brick bats are eaten by insects.

This is good enough for rural areas/villages. Even small townships are also following this system. The weak BD economy cannot construct an integrated sewage/sewerage system whereby it is taken by pumps or gravity to a purification plant where it is processed before discharging to water channels.

I know the older rural setting. BD rural life has made quite a progress in many respects including also the introduction of soak pits. It is a symbol of entering the modern age. However, septic tanks are preferable comparing to soak pits.

we fixed our sewage system and "in village" roads by raising money.

and digital meters yet to reach rural areas. maybe it is the officials that are causing the delay so that they can continue scamming a bit longer.

That's great. This is a great example of "cooperative " nature of our rural & subarbian communities. Some 20 years ago peoples in my home village raised funds to gravel a ~35 km road & 3 years later raised funds to build a sweage system.

General people in BD don't trust the corrupt officials & politicals to do the required. They work hard to support themselves & uplift their living condition. This is very inspiring.

There are aggressive goals on connecting every household electricity customer with an online-activated prep-paid meter, whether in cities or villages. The govt. plans to buy 2 crore (20 Million) Wi Fi equipped Pre-paid meters by 2025.
