The common system to locate global is via SS7 backbone, this system serves for billing when global roaming.
Phones can be located with a simple silent ping, the cell tower information's will be answered and with triangulation the victim will be located.
A method to avoid this is to use twin- cards, one for phone e.g in car and one for handy or pass calls of the main cards to a virtual sim . Then you can virtualize your location e.g. in Mauritius even if you are phoning from London.
If you use VOIP via Skype or WA Messenger and you and your counterpart uses the same system, you can not be monitored; except from the countries where the software was created.
They have to give "back doors and source codes" due to Patriot act.
