Constitutional proposals could allow Sisi to stay in power till 2034

February 4, 2019

Constitutional amendments proposed by Egyptian lawmakers would allow President Abdel Fattah al-Sisi to stay in power for up to 12 years beyond his current term and boost his control of the judiciary, according to a draft seen by Reuters.

The proposed amendments were submitted to the speaker of parliament on Sunday. Any changes need approval by two-thirds of parliament members, followed by a referendum.

Sisi, a former general, ousted President Mohammed Morsi of the Muslim Brotherhood in 2013 after mass protests against his rule and was elected president the following year.

In recent months, speculation has been building that his supporters would seek to amend a constitutional clause according to which he should step down at the end of his second four-year term in 2022.

The amendments submitted on Sunday include an extension of the presidential term to six years from four in article 140 of the constitution, and a “transitional” clause that would reset the clock, potentially allowing Sisi to stay in power until 2034.

“After the expiry of his current term, the President of the Republic may run again in accordance to the amended article 140,” the draft clause says.

The proposed changes also give Sisi new powers over appointing judges and the public prosecutor. They add a second parliamentary chamber known as the Council of Senators, in which the president would appoint one-third of the 250 members.

Sisi’s supporters say extending his term is necessary to allow him more time to implement economic development plans and ensure Egypt’s stability.

“He is doing a lot of projects and people are fighting him from all sides,” said Ayman Abdel Hakim, a lawyer, and former civil servant who filed a court case along with 300 Sisi supporters in December demanding that Egypt’s parliament debate the two-term limit and consider changing it.

Parliament is overwhelmingly supportive of Sisi, though a 16-member leftist bloc held a news conference on Monday to denounce the proposed amendments, saying they cancelled out the principal gain of Egypt’s January 25, 2011 uprising, the changeover of civilian power.

One leftist lawmaker, Haitham al-Hariri, told Reuters the proposals were a “coup against the Egyptian constitution”.

“We were naive to think that they would only extend the presidential term limits,” he said, referring to the plan to widen the president’s powers.

Critics say 63-year-old Sisi has led Egypt deeper into authoritarianism than former president Hosni Mubarak, who was toppled in 2011 after ruling for three decades under a state of emergency.

Rights groups say he has muzzled political opponents, activists and critical media, while courts have passed sentences against hundreds of his opponents.

Some Egyptians took to social media to criticise the draft amendments. “No to changing the constitution” was the top trending hashtag late on Sunday, with more than 26,000 tweets.

“The proposed amendments don’t come as a surprise, they are a continuation of what we have seen ever since Sisi came to power, or a continued expansion of his powers as well as consolidation of that power,” said Timothy Kaldas of the Tahrir Institute for Middle East Policy.

Rulers/influential groups in the Middle East have an unhealthy and detrimental craving for power that is ultimately responsible for the standard of life there.

They bring nothing new or interesting to the region. At least bring for new freedoms at a slow pace or something.

Hosni Mubarik v2.0. How sadly typical. Some people never learn, do they?

Hahahaha Egypt is such a shit country. Where are the “secularists” who brought down democratically elected Morsi and were happy with their “new-era”???

Again and again, secularists have shown to be the enemy of public wishes in Muslim world and agents of oppressive Western stooges. Sisi and his secularist backers are no different

Another butt hurt Islamist I see. People elected morsi people revolted against morsi just like people elected Mubarak and they also revolted against him people elected el sisi let's see if the agree to the change of the Constitution in the referendum if they did then it's their choice if they didn't then it is also their choice atleast el sisi is using Constitutional ways unlike morsi's unconstitutional attempts to give himself power.

Funny how turkish propaganda didn't mention the results of the economic reforms.

Do your research before running your mouth if ignorant of facts then act like it.
Yes Mubarak was elected Egypt's first presidential election was during his last few years in fact the second presidential election would have been during 2012 and people elected him mostly because his opponent was not well known to people.
Morsi managed to win by 51% because of his opponent which was considered a return to Mubarak era.
El sisi managed to easily win as he was hailed as a hero for removing the MBs from power by the vast majority of Egyptians.
El sisi is currently not as popular as he used to be due to a harsh economic reform programme which is removing subsidies however he is popular for his mega projects which massively reduced unemployment.

How old are you?? "Everyone knows it" isn't a valid prove of your argument.
"Take a hike" dude when you share your opinion online you consent for other people to critique it. If not then why are you here? You can easily just keep your opinions to yourself.

I really liked the way TrT World handle the situation to reflect the truths. A detailed analyse is introduced about coup leader SiSi in here. It seems Sisi’s days are numbered so wants to strenghten his seat with constitutional proposals. If we consider very low contribution of public for elections around %40, A great majority of public who hates this dictator can be counted as sleeping cell as opposition but they are hopeless and silenced with force by dictator.
