Yes i have no idea what civil defense is.
I just have to do a mandatory course and get my self registered after mbbs.

You refuse to accept that army is 99% of civil defense in 99% of the world and this is nothing out of ordinary. its simply army job description. army isnt doing an extra job here

i have never heard indian army or american army/paramilitary forces bragging about civil defense..its just pak army

But they do much more then civil defense they just also do civil management

The output and resources in this department should be able to maintain and contain the disasters in Pakistan. However, The achievements are a far cry from anything. This means Army has to be called out while this department is just name-sake. In any case, Army shows up and helps population which further enhances the image of Military uniform in the eyes of the public. Obviously such orders to Army are given by COAS and top brass.

You may put it either way, but none of this discussion helps your cause. You are just fixated to oppose my point of view even if I tell you that it favours you. Such blind hatred has clogged your mind.

Lets go by your point - Army is 99% civil defense.
That is awesome actually. The Pakistani public will always love Army because Army shows up for public's sake and public knows Army is sent by Generals to help them.

I love my servant/i am gratefull to him, he works for me and helps me.."i love him when he steals or robs my home".this logic may be acceptable to the servant but not the people who has hired him.
Eveyone is grateful for army sacrifices ..but that doesnt mean people love generals for their CIVIL management

Lets leave that to the tenacity of the 5th generation warfare. Its effect on people using apps, other with access to internet, the loyalty towards the parties or nation and the masses who are surviving to meet both ends.

if you keep holding your childs hands, while he is learning to walk, he will never learn. a child falls a few times and the guardians let him. he learns. let the civil defense dept fail and say not our duty. and politicians will be forced to put competent people in them. then there is a little thing about budget imbalance, who has the most tools to utilize in case of a natural disaster.

Unfortunately, I don't agree with both of your points.

Civil defense is just another Government department whose work performance is debatable. But this is just one department we are discussing. Police has been there since 1947, still the structure and Thana culture is a pain for the public yet it benefits the ones who can use Police for their gains, now this department is not an infant. PIA and Railways, similar story.
Secondly, the budgeting. I had mentioned elsewhere also that the Fire trucks of a certain Fire station in Peshawar were not in working condition since years, while the budget was sent punctually to that department. No rocket science here, some people were filling own pockets with that money. In Army, the NCO will clean the tank with his new shirt if he has to, since he knows the importance and value of that tank as well as checks and balances in Army. Common equipment with civil works means that NLC, FWO and Engineer Battalions can chip in where required.

Yes 5th gen warefare is an issue.
It has led astray many generations including the generation of jinnah against british smaraj, fatimah jinnah "gaddar" against ayub khan, bhutto against zia ul haq and recent generation against DHA

Civil defense is tokken organizations whose job is to call in help in disasters of large scale

If its different in pakistan then it needs to be fixed. So army stops claiming to be life saviour of the country who gives 1/3 of its income to support it
