Combat ready? IAF down to 25 fighter squadrons

What a bunch of sensationalist hogwash. The IAF has around 20-22sq right NOW! operational with 4th gen+ fighters... with more coming online due to MKIs coming in. So the report is completely biased and essentially there to force an increase in defence budget.
Once again, this is not a media report, its a parliamentary panel report. India's top level bureaucracy is actually pretty good (mid and lower levels are the problem) and parliamentary committees and commissions have come up with some really good reports over the years (most of which weren't implemented unfortunately). This report covers active fleets about whom, the public is obviously not privy. If they say its 25, it certainly is 25.
This however is certainly wrong.
Thus the strength will be reduced to just 11 squadrons by 2024

If it is wrong and they people are as competent as you say they are..then it is a sensationalist report written on the behest of the IAF.. as @Didact has pointed out.

So you doubt their data? It may or may not be 'sensationalist', whats important is that they have the correct facts regarding the active numbers - of which I see no reason to doubt.

while PLAAF has more than 70 plus squadrons of operational combat aircraft, India is lagging behind.

India requires 45 fighter squadrons to counter a “two-front collusive threat,” but the panel found that the air force has only 25 active fighter units.

"Moreover, 14 of these squadrons are equipped with MiG-21 and MiG – 27 which will retire between 2015- 2024. Thus the strength will be reduced to just 11 squadrons by 2024..our capability has already come down,” the panel said.

Those numbers are wrong, we "currently" operates

10 x MKI squads
3 x Mirage 2000
3 x Mig 29
6 x Jags
6 x Bisons

with 4 more MKI, 2 x LCA MK1 and at least 1 x M-MRCA squad to be inducted till 2019 and all of them will remain in service till around 2025, which means the number can't fall below 35 till then, even if we take out all other Mig 21s and 27s right now.
Donno who mixed up the data and if it was done on purpose, but the number and names of available squads or squads that will be raised are known in public.

It died a rather futile death anyway.
34 Squadrons including Mig-29, Mirages and Jaguar (they forgot about it LOL). That gives us
14 x Mig 21 & Mig 27
11 x Su 30 MKI
9 x Jag, Fulcrum, Mirage (presumably 2 each for the Mirage and Mig seeing as they are currently undergoing upgrades/ testing and 5 for JAgs)
