If you were refering to Kuwait being a 19th province of Iraq yeah I get what you mean but you do recall the US amb meeting with Saddam a few days before Aug 2nd 1990 the US promised that they would not interfere in Iraqi invasion of Iraq but they did not follow that promise

A classic case of a person like Saddam understanding from that statement what he wanted to understand, not what he actually heard. His mind was already made up at that point to invade Kuwait.
