Yes, it was a US Department of State helicopter with a US pilot and Pakistani co-pilot:

The pilot may have been of the State Department, but the Helicopter was 110% Pakistani.
Flown, maintained and parked by Pakistan Army personnel deputed to Ministry of Interior (formerly Cabinet Division air wing). This wing also operates the VIP helicopters used by the PM and other senior government officials.
This is first hand info, not from some news source or website. If you don't wish to believe it, I ain't banging my head anywhere! :p
Look at the helicopters tail, it has a Pakistani flag and a PAA roundel.
If the helicopter was provided by the US State Department, doesn't mean it is theirs' now!
