I know the costs involved but spending those costs is much smaller than loosing billions in terrorism and loosing 70000 jobs. No one is saying spread it in entire country right away start from major cities and as economy grows and gets stronger spread in entire Pakistan

How strong you expect the economy to grow really? Even Chinese and the Americans have not been able to implement this country wide. It will remain limited to cities at BEST!! Rest is nothing but reverie.
