Because it's dumb. Which idiot thought building paris in China is a good idea. Probably some farmer with little knowledge of the world. But hey at least the workers are getting paid and all it screws is the guy who built it.

Yeah I am ashamed of Zhejiang. Most of newly rich people in Zhejiang are former farmers, esp. Wenzhou, Jinhua!!! I hate those those two places，used to be the backward places in Zhejiang and now they are tarnishing our image with cheap goods and stupid replicas. They bought up lands and built stupid towns everywhere, I bet Ordos ghost town was also built buy Wenzhou people. Can you imagine I cannot even understand their dialects? I don't feel they are part of Zhejiang.

Former farmers with money from family businesses that contribute to cheap exports like clothing, toys now need find places to invest. China doesn't have real property tax so investing in real property is pretty much net gain. Then you have interested groups that lobby against property tax. Those former factory owners don't want to invest in manufacturing any more since real property is easy and quick money as more and more money has been pouring in real property.

Easy solution to the problem, but too many short-sighted people with vested interest are blocking the change.
