yes there are some private institutions that teach Chinese.

at my college, the German Embassy opened a joint program to teach German, and did motivate students to learn German, with reward of winning full scholarships to Germany. what I wish is that China may also do that, its bound to be a international language very soon, and the more and more Pakistanies learning Chinese the better.
