Can they formulate a solid military strategy against an adversary without US. No, thus they are vassal in the sense their strategic decisions are influenced and potentially can be changed by US. It no shame for a smaller country to do it against a stronger adversary, but its called what it is i.e. giving yourself to a stronger power to survive. Pakistan till know has maintained a respectable self sufficiency against India and would be pity to invite Chinese into their territory just because Chinese want a tit for tat(there is no military threat to Pakistan from India at the moment, I guess).

at the time of need ... yes they can decided according to their domestic needs because their first enemy is North Korea and militarily south has technological edge at North in recent crises its Donald trumph who reached to South Korean president to carry out the alliance against north otherwise south Korean president has already put the US missile defence system on hold....
