When you have indigenous weapons programs, you need a dedicated platform to trial your weapons, especially for naval systems. This is where the 893 weapons test ship comes in. It can be easily fitted with different types of sensors and weapons packages to test their effectiveness before being integrated into active ships.

If you don't have indigenous programs, then no such ship is required. Foreign suppliers can do all the testing for you at inflated prices.
